The Women Empowerment Bill
Article 1: This bill shall allow women age 18 and older to carry a concealed weapon.
Article 2: A concealed weapon is defined as a weapon, specifically a hand gun, kept hidden on ones person or in ones control.
Article 3: This bill shall take effect immediately upon passage.
Article 4: The Virginia State Police will oversee the enforcement of this bill.
Article 5: All laws in conflict will this bill shall be declared null and void.

Whereas there are more than 1 trillion dollars of credit card debt, or more than $3,300 for every man, woman, or child in the country.

Whereas 70% of the U.S. economy is driven by personal consumption, and excess credit card debt lowers consumer confidence and therefore weakens the economy.

Whereas credit card debt is rising 4 times higher than earlier in the decade.

Whereas the passing of the Bankruptcy Abuse Prevention and Consumer Protection Act of 2005 prevented the filing of title 7 bankrupcy and made bankrupcy filing a much more painstaking process.

Whereas the banking industry will be dealt with another blow when hundreds of billions of dollars in credit card debts will be defaulted because people are not given enough time to pay.

Whereas studies show that up to 35% of credit card holders pay late and banks increase the percent interest a card holder pays on debt, further pushing him or her into debt.

Therefore be it resolved

Article 1 The minimum payment on loans and credit card debt should be increased.

Article 2 After missing several card payments credit card companies should lower credit limits on the card holders.

Article 3 Credit card companies should provide consumers with better information on penalties, rate increase for missed payments, and other fees.

Article 4 Banks will give their customers twice the time to pay the bill.

Article 5 If the cardholder has maxed out his or her card the bank can not increase the rates drastically and must give him or her a period of 3 months to begin paying off the debt.

Article 6 Credit card companies and other lending institutions should have a clear picture of the borrower’s credit history or full transparency of records.

Article 7 Requres payments to be allocated proportionaly to balances that have different rates.

Article 8 The Bankruptcy Abuse Prevention and Consumer Protection Act of 2005 should be repealed and bankrupcy filing mainly chapter 7 and 13 should be revised being more fair to consumers.

A Bill to Rebuild America’s Infrastructure

BE IT ENACTED BY THE STUDENT CONGRESS ASSEMBLED THAT:

SECTION 1: The American government will no longer ignore the country’s crumbling infrastructure. It will invest in new and/ or maintain current infrastructure projects.

SECTION 2: Infrastructure includes, but is not limited to; bridges, roads, dams, tunnels, and railroads. The federal government will provide partial funding required for these projects, which are to be supplemented by state levies and tolls.

SECTION 3: The Department of Homeland Security will oversee the enforcement of this bill. Failure to comply will result in a reduction of funding for future infrastructure projects.

SECTION 4: This bill shall take effect January 1st, 2009. Information gathered from surveying these projects shall be submitted for evaluation no later than June 30, 2010.

SECTION 5: All laws in conflict with this legislation are hereby declared null and void.

A Bill to continue our relationship with Israel
Section 1: The United States will continue to maintain our relationship with Israel.
Section 2: Maintaining not only military but also our political relationship. Which includes: maintaining peace in Israel with its bordering countries (providing foreign aid), and allowing both countries to continue our alliance.
Section 3: Our Secretary of State, Condoleezza Rice, will oversee the passage of this bill.

FUEL EFFICIENCY ACT
Article I. The United States federal government hereby requires that all non-commercial vehicles manufactured in the United States or imported into the United State have a fuel efficiency of at least 25 miles per gallon (MPG). Additionally, the government mandates that by 2012 all non-commercial vehicles must have a 25 MPG fuel efficiency, or else they cannot be legally registered through the Department of Motor Vehicles.
Article II. A non-commercial vehicle is defined as a privately owned vehicle and is not for transportation of market goods.
Article III This project will be overseen by the Environmental Protection Agency and Department of Motor Vehicles.
Article IV This bill is effective immediately upon passage.
Article V All laws in conflict with this bill are declared null and void.

The Bill to Abolish the Electoral College
Article I: The United States Federal Government hereby abolishes the Electoral College; it will be replaced by direct popular vote.
Article II: The Electoral College is the system used by the United States during presidential elections in which 538 elected representatives select the President and Vice President based on the popular votes of the people.
Article III: Overseen by the U.S. Federal Election Commission.
Article IV: Be it enacted November 1, 2008.

A Bill to Initiate Pakistani Earthquake Relief to Stabilize Relations
Article I: The United States Federal Government will hereby donate $32 million in aid to Pakistan for earthquake relief efforts.
Article II: Earthquake relief refers to clean water, blankets, clothing, tents, and medical aid.
Article III: The American Red Cross will oversee this bill.
Article IV: This bill will be implemented immediately.

The Civil Union Bill
Article I. The Commonwealth of Virginia hereby makes civil unions legal and legally identical to marriage.
Article II. A civil union is defined as a legal union between two people of the same gender. A marriage is defined as a legal union between two people of opposite genders. “Legally identical” means that those in a civil union and those in a marriage will receive the same benefits and privileges.
Article III. This bill will be implemented immediately upon passage.

Further Coalition Support Funds for Pakistan
Article I: The United States Federal Government will increase financial support for the Coalition Support Funds to Pakistan.
Article II: The Coalition Support Funds are used to reimburse coalition countries for logistical, military, and other expenses incurred in supporting U.S. military operations.

The Worker Act of 2008
Article I: The United States Federal Government will abandon the use of the secret ballot elections in forming labor unions.
Article II: A secret ballot election is a long process that determines whether a labor union will be formed. Workers, and sometimes their employers vote.

Eliminate US Aid to Israel
WHEREAS estimates reveal that US aid to Israel exceeds over three billion dollars per year to support a state that violates international law through its treatment of Palestinians and illegal occupation of Palestine,
WHEREAS it is against the International Code of Conduct Act for the US to give weapons to countries that violate international law and/or commit human rights violations,
WHEREAS this substantial aid to Israel violates international law, hinders a fair and balanced peace plan between Israel and Palestine, and creates an unfair burden on American taxpayers,
BE IT RESOLVED by the Student Congress here assembled that the United States government eliminate all financial and military aid to Israel.

Anti-Gun Control Bill of 2008

Article 1: The Virginia State Government hereby lessens the restriction by minimizing the initial requirements and the tax payment for gun ownership to permit the citizens purchase gun more easily for the uses of self-protection and hunting.
Article 2: A gun is defined as a weapon that discharges a missile at high velocity or any object that can shoot something under pressure.

Bill to Increase Gun Control

Article I: The Virginia State Government hereby increases restrictions on gun control within the state, including increasing the age restriction to 30 years of age, mandating safety training requirements to acquire gun licenses and mandating registration for all guns possessed by an owner.

A Bill to Require Gun Registration in Virginia
Section 1: This bill will require all guns to be registered with the Virginian law enforcement.
Section 2: This bill will require the registering of current and new guns.

A Bill to Increase U.S. Foreign Aid to Pakistan

Article I: This bill is to improve U.S. relations with Pakistan by improving U.S. foreign aid to Pakistan. Foreign aid will be provided to help Pakistan's military,economy, and internal struggles.

A Bill to abolish the Electoral College, so that the presidential candidate that wins the popular vote and who the people want as president will win the
election.



BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:
SECTION 1. I want to abolish the Electoral College in America. The reason for this is so the presidential candidate that wins the popular vote will become president.
SECTION 2. As American citizens we have always been told that the president has
been elected for the people and by the people but is that really the case? The
real answer is we can vote but if the person we vote for doesn’t win our state
then he/she doesn’t get our Electoral College votes which in turn could effect
whether or not they are elected to presidential office. The amount of Electoral College votes each state get is determined by the population in that state. For example California has 55 electoral votes but Montana has only 3 votes. There is a total of 538 Electoral College votes in this country and if you get 270 vote you automatically win the
Presidential election. In most cases the person who has the most electoral votes
also gets the popular vote, but sometimes that isn’t the case. It is very
unfair to the candidate and the people of this country, because if they vote for
someone and he has the popular vote but ends up not getting the electoral
college, he wont become president

SECTION 3. The National Archives is the federal government agency that oversees the process of the Electoral College. They deal with preserving and documenting government and historical records
SECTION 4. This law would go into effect in the year 2012.

A Bill to end the Electoral College election system.


BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:
SECTION 1. The electoral collage presidential election system must be abolished.
SECTION 2. Election- person or group of people for public office decided by a public vote
System- An assemblage of parts or pieces to form a whole or unitary process
Abolish-to do away or destroy something completely

SECTION 3. The Federal Government will be responsible for abolishing The Electoral College, and The State Government will be responsible for counting all votes in their respective state.
A. The Electoral College must be abolished because it cancels out peoples’ votes. If a candidate receives all the votes from a single state, then people voting for the other candidate would be canceled out by all electoral votes for a single state can only go to one candidate. All peoples’ votes should count towards something rather than the majority vote overrule.
B. It is not fair for people living in a low populated state to not have much of an impact on the election. There are a combination of eleven states to win the Electoral College election system. These eleven states are high populated states like California, New York, Virginia, and Florida. If citizens in all states are equally accounted for then the election would be decided by all 50 states.
SECTION 4. I would like for this to happen by the next presidential election in 2012.
SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

A Bill to ban plastic bb guns from teenagers


BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:
SECTION 1. The purpose of this bill is to get rid of plastic bb guns and make it very difficult for them to get a plastic bb gun.
SECTION 2. Ban means to prohibit, forbid, or bar. A plastic bb gun is a firearm that uses little plastic bb bullets as ammunition. Teenager means a person between the ages of 13 and 19.
SECTION 3. The agency for tobacco and firearms will oversee enforcement of this bill.
A. If any teenager had a plastic bb gun they might joke around with it and someone else might feel threatened by it. Also they can seriously hurt someone even though it is plastic.
B. A teenager could use a bb gun to bully people around and get stuff from them. They could pressure that person into committing a crime or breaking rules to get something for that person. Also a teenager could use a bb gun to pressure and bully their parents to meet all of their demands.
SECTION 4. I would like to see this take place by February 2009.
SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

Whereas homosexuality would weaken the definitio and respect of marriage. The 50% divorce rate has already weakend what marriage means in our society.

Whereas religion is the most sacred institution in every major religion and in this country

Whereas the legal system of the U.S. has evolved out of the laws contained in the bible

Whereas marriage is considered the joining of a man and a woman. Only a man and a woman can co-create.

Whereas homosexuals have life expectancies that are almost 20 years below the general population and as with other unhealthy practices we should discourage unhealthy lifestyles

Whereas a civil union would be able to grant gays many of the rights that married couples have.

Therefore it be resolved

Article 1 this bill establishes the definition of marriage as the union of a man and a woman

Article 2 Civil Union options for gay partnerships would be allowed in all states giving gays almost all of the same right that married couples have.

To the Moon and Beyond

WHEREAS, Stated by President Bush in 2005 that the U.S. of A, with the aid of 14 other countries, are to colonizes the South Pole of the moon by the year 2020 ; and

WHEREAS, Due to the recent economic crisis led to several cancellations of of NASA's plans for satellites, research for new space shuttles, and rovers to mars; and

WHEREAS, That such a colonization project would provide substantial benefits to further exploration of space; and

WHEREAS, that the global involvement with such a project would enhance foreign relations under one common goal; and

WHEREAS, that such a common goal achieved would provide America and the world a better view of what mankind is really capable of,

SO BE IT RESOLVED, By the Student Congress assembled here that the United States Government, in a time of economic crisis, to not cancel and or hinder this plan to Colonize the Moon by 2020.

Domestic: Fracking

This bill is to establish that fracking should be supported because it comes in both man-made and natural forms that help the United States extract gas and oil much easier.



Be it enacted by Congress assembled that
Section 1. Fracking be supported in the United States efforts to extract oil and gas easily and would no longer have to rely so much on other countries for oil and gas.

• Section 2. Require fracking companies to disclose the chemicals they are releasing into the environment.
• Make sure fracking companies are held accountable to America's keystone conservation laws like the Clean Water Act and Safe Drinking Water Act.
• Protect key habitats and public lands from fracking.


Section 3. Supported by groups such as:
A. National Wildlife Federation
B. Alliance to Save Energy


Section 4. To be established within a year of passing this bill into law.
