A Bill to Remove Troops from Iraq


BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:
SECTION 1. The purpose of this bill is to gradually remove all troops and military equipment from Iraq and send them home to United States soil over a period of 18 months.
SECTION 2. The military will ensure safe return of troops and equipment from Iraq to United States of America soil.
SECTION 3. The implementation of this bill will be immediately.
SECTION 4. All laws in conflict with this legislation are hereby declared null and void.

The Marijuana Legalization for School Money Act
Article I: The Virginian General Assembly hereby declares that marijuana and hemp are legal in all forms and that anyone convicted of a marijuana offense be released from prison and the money saved by doing this is to be channeled towards Public Schools in order to undo the damage that has been done by budget cuts.
Article II: Marijuana offense is defined as any non-violent offense that included marijuana or hemp. Money saved by and channeled is defined as any money saved by the release of the offenders and this money is then to be used to supplement cuts in Public School Budgets.
Article III: The Virginia Penal system will oversee this bill.
Article IV: This bill is to be implemented immediately upon passage.
Article V: All laws in conflict with this bill are hereby declared null and void.

Resolution to Maximize Benefits from the CARS Program
Whereas: The Car Allowance Rebate System (CARS) does not achieve its aim to significantly reduce fuel consumption and pollution from vehicles with long term results, but only gives the auto industry a noteworthy sales boost for the time being. Whereas: The program destroys working vehicles and renders all of their parts unsalvageable when the parts could easily be used for cars that do not qualify for the program.
Whereas: The CARS program excludes some “clunkers” regardless of the increase of miles per gallon offered by the newly purchased vehicle.
Whereas: The program benefits foreign automotive industries more so than American automotive industries.
Whereas: The CARS program ended its first run-through with little success and is on hiatus until government officials can determine the status of the program.
Therefore be it resolved by this Student Congress here assembled that the Car Allowance Rebate System reward American-made vehicle purchases which yield a net 10 mile per gallon increase and salvage car parts for recyclers without destroying the engine with acid and that the Car Allowance Rebate System operates under these guidelines for any future projects.

The Interstate Healthcare Act of 2009
Article I: The United States Federal Government hereby legitimizes the purchasing of health insurance across state lines.
Article II: Across state lines is defined as any state or territory outside the person’s home state. Health insurance is defined as a promise of compensation for potential future losses in exchange for a periodic payment, specifically compensation that pays for medical expenses.
Article III: This bill is to be enacted next fiscal year.
Article IV: This bill will be overseen by the Department of Health and Human Services.
Article V: All laws in conflict with this piece of legislation are hereby declared null and void.

Bill to Reform Interrogation Techniques
Article I: The United States Congress will hereby create a review panel to promote non-hostile
interrogation techniques toward suspects of terror acts or plots.
Article II: Non-hostile interrogation techniques are used to extract information by using
methods that do not come in conflict with the Geneva Conventions.
Article III: This bill will be implemented immediately upon passage.
Article IV: This bill will be enforced by the Department of Justice.
Article V: All laws in conflict are declared null and void.

Pro-Healthcare Bill of 2009
Article 1: The US federal government hereby implements universal health care to all legal
residents of the United States. All legal residents are now required to pay 2.5 percent of their incomes directly to the Department of Treasure in Federal Bank monthly to be used to pay for
healthcare bills.
Article 2: Universal health care is health care coverage for all eligible residents of a political
region and covers medical, dental, and mental healthcare. Legal residents are defined as all
those who have citizenships or green cards.
Article 3: This bill shall be overseen by the Department of Health and Human Service. Article 4: This bill shall be implemented immediately upon passage.

Housing Tax Credit
Article 1: The United States Federal Government hereby declares the extension of the current expiration date and the maximum amount for housing tax credit by canceling the federal funding of the building of the fence between the border of Mexico and the United States.
Article 2: The expiration date is defined as December 1st 2009. Maximum amount is defined as $8000.
Article 3: This bill is to be enacted December 1st 2009
Article 4: This bill will be overseen by the Federal Housing Finance Board

Resolution to keep out of China
Whereas: The US economy depends heavily on trade with China.
Whereas: The United States has no right to interfere in another country’s internal affairs.
Whereas: To many Chinese citizens, there is not a major issue of human rights’ violations.
Whereas: America has more pressing issues both within the country and in the Middle East.

as usual with China, and stays out of Chinese internal affairs.

A Bill to Abolish the Use of Enhanced Interrogation Techniques

BE IT ENACTED BY THE STUDENT CONGRESS ASSEMBLED THAT:

SECTION 1: The United States government shall no longer endorse nor permit the employment of enhanced interrogation techniques.

SECTION 2: Enhanced interrogation techniques are defined as practices that constitute torture, including but not limited to, stress positions, waterboarding, and sleep deprivation.

SECTION 3: The Departments of Defense, Homeland Security, and Justice will oversee the enforcement of this bill. All members of the Uniformed Services of the United States who are in violation of this bill are subject to prosecution and punishment under the Uniform Code of Military Justice. All other civilians or members of government agencies who are in violation of this bill are subject to prosecution and punishment under applicable United States Federal laws and codes.

SECTION 4: This bill shall take effect immediately upon passage.

SECTION 5: All laws in conflict with this legislation are hereby declared null and void.

Healthy Appetites Bill





Be it enacted by the student congress here assembled that:

Section 1: All meals served in public school cafeterias will be made with either organic or locally grown produce.

Section 2: Organic foods are foods grown without the use of pesticides, hormones, or synthetic fertilizers. Locally grown produce is produce grown in the state of Virginia.

Section 3: The Virginia Health Department will oversee the enforcement of this bill.

A. Any schools not find in compliance will be fined as deemed necessary.

Section 4: This bill shall take effect August 1, 2010.

Section 5: All laws in conflict with this bill shall hereby be declared null and void.

New Car, New Decade Bill



BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:





Section 1 to read: That the Cash for Clunkers program of 2009 be reinstated for the year 2010.




SECTION 2. A Clunker is defined by a vehicle with less than 100,000 miles and has been made in the last 10 years. That Clunkers owner would receive up to 4,500 towards a new car and would nullify the loans owed on the old vehicle. The new vehicle would at least have to get 25mpg for cars and 20 mpg for Trucks/Vans/SUVs. However differing from the 2009 version it would include Motorcycles.



SECTION 3. The U.S. Department of Transportation and the National Highway Traffic Safety Administration would remain responsible for the CARS (Car Automotive Rebate System). And failure to comply would result in with the departments paying double the fines of each and every sold car.



SECTION 4. Qualified Customers may participate in the CARS program between July 1st 2010 and November 1st 2010 or when authorized funds are no longer available.



SECTION 5. All other laws in conflict with this new policy shall hereby be declared null and void.

A Resolution to limit reductions to the state education budget


WHEREAS, Major cuts have been made to Virginia’s public education budget; and
WHEREAS, The recent recession has caused the General Assembly to draw back funding in K-12 as well as higher education; and
WHEREAS, Permanent or further cuts will jeopardize the skill level of the Commonwealth’s workforce and competitiveness in the global market; now, therefore be it
RESOLVED, That the Student Congress here assembled make the following recommendation to cut funding from the public school budget only after making draw backs from all other departments before considering education.

A Resolution Concerning Single-Payer Healthcare

WHEREAS, 47 million American Citizens find themselves without any form of healthcare or protection against skyrocketing insurance premiums; and

WHEREAS, The United States remains the only wealthy, industrialized nation without any form of government-sponsored healthcare; and

WHEREAS, The inadequacy of the American healthcare system is such that it has been ranked as only the world’s 37th-best; and

WHEREAS, Over 25% of the population is already receiving some form of government-sponsored health insurance; now, therefore, be it

RESOLVED, That the Student Congress here assembled make every attempt to reach an amiable legislative solution to the healthcare issue by putting into law a single-payer system.
