A Resolution to Ratify the International Covenant on Economic, Social, and Cultural Rights WHEREAS The United States is the only developed nation that has not ratified the International Covenant on Economic, Social, and Cultural Rights, and WHEREAS There have been several preventable violations of the laws of the Covenant since its entry into force on January 3, 1976, and WHEREAS The United States would be required to “take steps...to the maximum of its available resources, with a view to achieving progressively the full realization of the rights recognized” in the Covenant, therefore BE IT RESOLVED BY THE STUDENT CONGRESS HERE ASSEMBLED that The United States take all the necessary steps to ratify the International Covenant on Economic, Social, and Cultural Rights.

A Resolution to Give Virginia School Security Guards Guns for Intruders and Emergencies and to Increase Security in Public Schools.
WHEREAS, Security Guards cannot fully defend themselves and others in the case of an emergency or intruder without the use of a weapon; and WHEREAS, their has been a spike in parents who fear for the safety of their children in public schools; and WHEREAS, according to the Washington Post Mass Killings have increased in the last three decades which includes many school targets; and WHEREAS, guns are the most common weapon for mass killings, so to protect staff and students in Virginia schools security guards need to carry a gun; now, therefore, be it RESOLVED, That the Student Congress here assembled make the following recommendation that Virginia security guards in public schools carry a gun to be used in an emergency or in case of an intruder, and to increase security in public schools.

A Bill to Encourage Domestic Competition Between Space Venture Companies
BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: Section I. The US government shall encourage space venture companies to participate in a competition where they will be required to meet set requirements. Section II. Grants will be given to the one company who has best met the requirements (which are to change annually) and NASA will have access to their research and technology. Section III. The Office of Management and Budget shall oversee the funding while NASA shall set the requirements. Section IV. This bill will go into effect on the 1st of January, 2014. Section V. All other laws that are in conflict with this new policy shall hereby be declared null and void.

A bill to gradually decrease the federal debt ceiling and cut spending.
BE IT ENACTED BY STUDENT CONGRESS ASSEMBLED THAT: Section 1. Congress will rescind all laws that cause spending to exceed the federal debt. Section 2. The laws will be rescinded in reverse of the chronological order of which they were passed. Section 3. Upon the passage of this bill there will be spending cuts in order to achieve a shrinking debt and avoid default. BE IT RESOLVED BY STUDENT CONGRESS HERE ASSEMBLED THAT this bill become enacted in order to cut from discretionary, mandatory, and other miscellaneous funding so that a controlled spending becomes achievable.
A Bill Regarding the Federal Regulation of Hydraulic Fracturing
BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION 1. All companies seeking to preform hydraulic fracturing within the United States are required to disclose the chemical additives used in the fracturing fluid and will be subject to biyearly EPA inspections. SECTION 2. Wells which threaten the water tables of populated areas within 100 miles will cease operation until sufficient precautions are made in order to guarantee drinking water meets standards set by the Safe Drinking Water Act. SECTION 3. Harmful gases released into the atmosphere will be regulated to meet the national emission standards for hazardous air pollutants of the time SECTION 5. This law will take effect within six months of passage. SECTION 6. All laws in conflict with this legislation are hereby declared null and void.

A Resolution to Promote Private Sector Investment over Public Sector Investment in Space Ventures
WHEREAS, Space exploration is depleting with the current government-funded program; and WHEREAS, The federal government does not have enough monetary resources to fund self-sufficient space ventures; and WHEREAS, Current government funds for space exploration are inefficient; and WHEREAS, The creation of a competitive market in space would create more jobs, promote free private enterprise, and allow efficiency; now, therefore, be it RESOLVED, That the Congress here assembled that the United States further the private sector to fund space ventures and decrease NASA funding from the federal budget.

McKenna Riggall GBHS: A bill to Revise Sewage and water treatment plants surrounding the Chesapeake Bay. BE IT HERE ENACTED BY THE STUDENT CONGRESS ASSEMBLED HERE THAT: Section 1. All federally and privately owned sewage and water treatment plants surrounding the Chesapeake Bay are to be revised. After being amended, the sewage and water treatment plants are to be inspected every three months from then on. Section 2. These current codes and programs, for sewage and water and treatment plants are to be revised. These amendments are to be based off of the environmental safety dilemmas. Once established the sewage and water treatment plants are to be inspected every three months. Any violation will result in a severe fine per violation. Section 3. This bill will be enforced by the Department of Energy. Section 4.This bill is to be enacted on January 6, 2014. Section 5. A Resolution to Criminalize Semi-Automatic and Automatic Weapons for Civilian Usage WHEREAS, the Second Amendment’s protection of the right to bear arms is not absolute WHEREAS, a semi-automatic weapon automatically reloads itself, but requires the individual push on the trigger for each discharge WHEREAS, an automatic weapon automatically reloads itself and continues discharge until the round of ammunition is depleted WHEREAS, the Tenth Amendment provides Congress the ability to establish legislation that is for the greater benefit of the population BE IT RESOLVED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT, a resolution suggesting the criminalization of semi-automatic and automatic weapons for civilian usage be adopted to ensure the safety and prosperity of the United States of America.

WHEREAS, Attacks on schools within the past twenty years have caused the need for increase school security. WHEREAS, this bill with proper regulations will not be invasive to the extent of infringing upon the rights of student. WHEREAS, Loss of lives of innocent people and the inability to feel safe when people walk into schools every day. WHEREAS, therefore be it established that school security be increased to decrease attacks and save the minds and feeling of safety students have once had WHEREAS, within six months of passing this bill all other opposing bills will be declared null and void.
