A Bill to reduce The National Debt
BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:
SECTION 1. A national sales tax will be imposed on all purchases, and its revenue will go towards paying off the National Debt.
SECTION 2. The national sales tax will be 1% added on top of any state sales tax.
SECTION 3. A. The Internal Revenue System (IRS) will make sure that this tax is paid and collected
B. The Secretary of the Treasury will have an additional responsibility to ensure that these funds are paying off the National Debt and nothing else.
SECTION 4. This law will take effect the 1st day of the next month, which would be December 1, 2010.
SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

Protecting the US

Whereas the threat of terrorism festers in the Middle East,

Whereas this threat has increased especially Iran,

Whereas Iran has obtained nuclear weapons,

Whereas the United States has both a right and a duty to protect itself at all costs,

Be it resolved by Congress here today that the United States will take preemptive action against Iran including but not limited to both the bombing of Iran and the presence of armed troops in Iran,

Be it further resolved that the United States will not support--and may even take action against—any country that aids Iran in obtaining weapons, especially nuclear weapons.

A bill to approve mandatory drug testing in high school in order to prevent drug use.
BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:
SECTION 1. Students shall be required to take a mandatory drug test.
SECTION 2. Drugs are defined as illegal substances that can harm the mind or body.
SECTION 3. The Department of Public Health & Education shall oversee the implementation of this bill.
SECTION 4. This bill shall be implemented during the 2011 – 2012 school year, and testing shall be held every quarter.
SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

A bill to ban in-school drug testing.
BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:
SECTION 1. In-school drug testing should not occur due to high costs and budget cuts.
SECTION 2. We define random as unannounced, and drug testing as screening for illegal drugs.
SECTION 3. The National Drug Control Committee shall oversee the enforcement of this bill.
SECTION 4. This bill shall be enacted on September 6th, 2011.

A Resolution to Allow Iran to Process Uranium for Nuclear Energy
Whereas, Iran is currently being sanctioned for the processing of uranium for nuclear energy; and
Whereas, the sanctions are currently hindering Iran’s economy, international relations, and denying them the ability for nuclear energy; and
Whereas, the current production and consumption of fossil fuels pollutes the environment and causes tribal warfare in the region over the rights to the economic gains; now, therefore, be it
Resolved, By this Congress that: Iran should be allowed to process uranium and further advance their nuclear energy program to benefit their country; and, be it
Further Resolved, That the U.S. State Department, in conjunction with the U.N. International Atomic Energy Agency, will oversee the processing and developments of nuclear energy in Iran to guarantee all technologies are not being used for the development of nuclear weapons.

SECTION 2. We define mandatory as authoritatively ordered, well-being as good health and happiness, and safety as freedom from occurrence or risk of injury, danger, or loss.

SECTION 4. This bill shall be implemented upon the date of approval.

A Resolution to Amend the Virginia School Drug Testing Policy

*Whereas the Virginia Schools have an unacceptable policy for drug testing.
*Whereas random drug testing violates the privacy of all randomly tested school athletes.
*Whereas the schools should only test a student if they have reasonable suspicion.
*Whereas random mandatory drug testing is unconstitutional.
**Be it resolved by the congress here assembled that the current policy towards mandatory drug testing in Virginia should be amended.

The Good Relations Bill
Article I: Be it enacted by the Congress here assembled that the United States will not devalue its currency in order to help pay its debt if the nations holding its debt agree to come to reasonable terms on the payments of such. Failure to do so will result in such devaluing of the currency.
Article II: Devaluing of the currency is defined as the creating of more money without anything more to back it, in order to reduce the value of the dollar and thus reduce the cost of paying back the debt.
Article III: The Federal Reserve will carry out this devaluing if necessary.
Article IV: This bill is to be enacted immediately upon passage.

A Bill to Require People to Pass a Mandatory Drug Test to be Allowed Admittance into the United States of America
BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:
SECTION 1. A drug test must be passed by all people wishing to enter the United States of America.
SECTION 2. Drug testing is defined as technical analysis of a biological specimen - for example urine, hair, blood, sweat, or oral fluid / saliva - to determine the presence or absence of specified parent drugs or their metabolites.
SECTION 3. The National Drug Control Committee shall oversee the enforcement of this bill.
SECTION 4. This law will take effect within six months of passage.
SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

A Bill to authorize an increase of federal and state law enforcement
tasked with combating narcotics trafficking.

1 Be It Enacted By The Student Congress Here Assembled That:

2 Section 1. The U.S. shall increase the size and funding of all law enforcement

3 agencies tasked with combating narcotics trafficking. This will include the

4 DEA, ICE, FBI Drug Enforcement Division, U.S. Marshals Service, U.S.

5 Coast Guard, U.S. Border Patrol, Department of Homeland Security, CIA,

6 and additional federal funding for local law enforcement in high drug trade

7 areas.

8 Section 2. Narcotics- a group of highly addictive analgesic drugs derived from

9 opium or opium-like compounds; can cause drowsiness and significant

10 alterations of mood and behavior. Trafficking- trade in some specific

11 commodity, often of an illegal nature. High Drug Trade Area- areas in which

12 drug trafficking revenue exceeds 5 million dollars or 40 percent of crimes

13 are drug associated.

14 Section 3. Amount of extra funding shall be determined and executed by the

15 House and Senate Appropriations Committees, particularly the Subcommittee

16 on Homeland Security and Subcommittee on Commerce and Justice. Increase

17 of manpower and equipment will be overseen by various Senate and House

18 Committees and Subcommittees such as Committee on Homeland Security

19 and other appropriate committees and subcommittees.

20 Section 4. This law will take effect immediately after passage. Starting

21 deliberation on the size of increase, both monetary and other, in the

22 committees and subcommittees.

23 Section 5. All laws in conflict with this legislation are hereby declared null

24 and void.

A Bill to Stop Narcotics Trafficking

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:
Article 1: The Department of Homeland Security be allowed to deploy up to 15% of the National Guard in the area around the borders to help stop the illegal transaction of narcotics.

Article 2: The area around the borders be defined as within seventy miles of the American side of the southern border and twenty miles on the American side of the northern border. Also up to one hundred miles beyond the coast of and up to ten miles inland the gulf states, Georgia and California

Article 3: The Department of Homeland Security shall oversee the implementation of this bill. The National Guard troops deployed in the area around the border shall come under the authority of the Department of Homeland Security for the purposes of stopping the flow of narcotics trafficking.

Article 4: This bill shall take effect within one year after the passage of this bill.

Article 5: All laws in conflict with this legislation are hereby declared null and void.

Title: Above the Influence But Under the Constitution


ARTICLE ONE: Be it here enacted by this Student Congress that:
Students of Virginia public schools shall not be subject to mandatory drug testing by their school.


ARTICLE TWO: Drug testing shall be defined as any investigative method involving chemical testing with the goal of identifying the presence of drugs in a student's body. Drugs shall be defined as any mind-altering substance that it is illegal for the student to consume. Mandatory shall be defined as required regardless of one's consent or personal preference, not including testing administered by school-sponsored voluntary activities or associations (such as student government or athletics).


ARTICLE THREE: The Virginia Department of Education shall oversee the implementation of this bill.


ARTICLE FOUR: This bill shall take effect immediately upon passage.


ARTICLE FIVE: All laws in conflict with this legislation are hereby declared null and void.

The Clean and Drug-Free America Act
Article I: The United States Federal Government hereby closes the border with Mexico completely and all people attempting to cross the border will be killed.
Article II: Closing the border means not letting anyone in permanently, and anyone attempting to cross the murder will be killed by a lethal injection.

Bill to Stop the Usage of Performance-Enhancing Drugs
Article 1: The United States Federal Government hereby declares that using performance-enhancing

drugs in national leagues is a federal offense. Random drug screening is mandatory for all leagues and

leagues that do not comply are subject to fines.

Article 2: A performance-enhancing drug is a substance that intends to improve the performance of an

athlete in the form of an anabolic steroid.

Article 3: This bill shall be implemented immediately.

Mandatory drug testing in extracurricular activities
Article 1: Let it be enacted by the Student Congress here assembled that students involved in extracurricular activities that require physical activity be subject to random Drug testing.
Article 2: Extracurricular activities requiring physical activity include sports teams, Lacrosse Club, Crew Club, Band, etc.
Article 3: The shall be overseen by the Virginia Department of Education

A Bill to Ensure the Safety of all Drivers in America
BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:
SECTION 1. A first offender of a DUI or DWI is prohibited to drive a vehicle without an installed interlock device for two years after the date of his or her conviction.
SECTION 2. A DUI is defined as driving under the influence and a DWI is defined as driving while impaired. An interlock device is a professionally installed in-car breathalyzer that prohibits the ignition of a vehicle from starting if the driver’s blood-alcohol content is above .08%.
SECTION 3. This bill will be enforced by the National Highway Traffic Safety Administration.
SECTION 4. This bill will take effect immediately after its passage.

A Bill to Enforce Mandatory Sport Enhancing Drug Tests for Professional Athletes


BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:
SECTION 1. Professional athletes will be required to pass mandatory, biweekly sport enhancing drug tests to participate in their desired profession. If an athlete fails to take the test, the athlete will be suspended from two season events/games. If an athlete tests positive for drug use, the athlete will be suspended by the organization overseeing the administration of the sport for two consecutive years.
SECTION 2. A sport enhancing drug is any substance taken by an athlete to improve
their performances in the sports in which they engage (anabolic steroids, lean mass builders, stimulants, narcotics, sedatives, diuretics, and masking drugs. Tests used to accurately determine if an athlete is using any of these drugs include a saliva test and a urine screening.
SECTION 3. Organizations that will hold the ability to enforce this legislation will include Women's Tennis Association, International Tennis Federation, International Olympic Committee, International Federation of Association Football, the Professional Golf Association, the National Hockey League, Major League Baseball, the National Basketball Association, and the National Football League.
SECTION 4. This legislation will be implemented immediately upon passage.
SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

A Bill for the Institution of State-controlled ABC Stores within All States in the United States of America

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

SECTION 1. Alcoholic Beverage Control facilities will be instituted by all fifty current states in the United States of America and will be placed under direct regulation by the government of the state in which the facilities reside.

SECTION 2. Direct regulation is defined as control that fixes the price structure (rates, tariffs, fees, etc), the conditions of entry and exit, and the level of output.

SECTION 3. Each state’s ABC Bureau of Law Enforcement will oversee the implementation of this bill.

SECTION 4. This law will take effect within six months of passage.

A bill to disallow mandatory drug testing in high school.

BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:

SECTION 1. Mandatory drug testing will not be allowed in any publicly funded institution in the state of Virginia due to its violation of every American citizens fourth amendment rights. The passage from the amendment reads such, “general warrants, whereby any officer or messenger may be commanded to search suspected places without evidence of a fact committed, or to seize any person or persons not named, or whose offense is not particularly described and supported by evidence, are grievous and oppressive and ought not to be granted.” Mandatory drug testing is the seizure of any person with no supporting evidence and is thereby unconstitutional.

SECTION 2. Drug testing will be defined as any exploratory technique involving physiological testing with the objective of identifying the existence of illegal drugs in a student's body. Illegal drugs will be defined as any lawfully restricted and controlled substance. Mandatory will be defined as the compulsory requirement of an individual to adhere to a set rule founded or unfounded by logical principles or standards in spite of a person’s background, race, or societal standing.

SECTION 3. The Virginia Department of Education shall oversee the implementation and enforcement of this policy.

SECTION 4. This bill shall be implemented upon the date of approval. SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

Whereas the primary mission of professional sports is entertainment,

Whereas all players are restricted free agents (RFA). RFAs are constituted as players who have completed at least three seasons and have completed their contract,

Whereas the salary caps are set by the league,

Whereas the reserve clause is prohibited in standard contracts,

Be it resolved by Congress here today that the United States will consider all professional sports exempt from the Sherman Antitrust Act, Clayton Antitrust Act, and all similar antitrust legislation,

Be it further resolved that the United States reserves the right to review action of leagues based on accusation, violation of other restrictions, mandates, and guidelines, and all other qualifications found to be valid.

A Bill to Ban Mandatory Drug Testing in School.

Section 1. Students shall not be made to take a mandatory drug test in school because it violates privacy of out-of-school activities.

Section 2. Privacy is defined as what is done in the privacy of your home, or anywhere else not in public. Mandatory is defined as "absolutely having to be done" no matter the stipulation.

Section 3. The National Drug Control Agency would oversee the enforcement of this bill.

Section 4. This bill will be enacted by the date July 14, 2014
