A Resolution to Prevent Internet Censorship

WHEREAS, regulation of the Internet is essentially an invasion of private decisions; and

WHEREAS, the Internet has evolved to serve as a form of the press; and

WHEREAS, the First Amendment prohibits censorship of the press; and

WHEREAS, government was created to protect the rights and liberties of its citizens;and

WHEREAS, censorship inhibits full-utilization of aforementioned liberties; and

WHEREAS, current government regulations prevent significant abuse and misdeeds regarding the Internet; now therefore be it

RESOLVED, By the Congress here assembled that no further legislation regarding Internet censorship will be considered or passed.

Be it enacted by Congress here today that:

Article 1: The border between Mexico and the United States will be increasingly monitored for any suspicious activity, and members of the border patrol will be subject to questioning for any previous involvement or agreement between Mexico’s drug cartels using techniques deemed legal by federal and state law

Article 2: People who wish to travel into and out of Mexico will be subject to background checks and verification of citizenship or legal status, which includes having a valid passport and not being suspected of or being involved in a felony or misdemeanor crime during the time wished to travel

Article 3: Any vehicle or person wishing to travel in or out of Mexico will be subject to searches of themselves, their methods of transportation, and their possessions in order to ensure that no weapons, drugs, or any other illegal materials are being transported

Article 4: This bill will be paid for by withdrawing national guard troops from Iraq and Afghanistan, the number to be determined after further consultation with leaders of the national guard , and using the funds originally implemented for their overseas operations

Article 5: This will be overseen by the United States National Guard

Article 6: This bill will go into effect 120 days after being passed, in order to ensure sufficient funds

Article 7: All laws in conflict with this bill are hereby declared null and void.

A Bill on Background Checks to Promote Safety at State Universities

BE IT ENACTED BY THIS CONGRESS HERE ASSEMBLED:

Article I: For the safety of the faculty and/or students at universities that receive funding from the state, universities shall require that a person who wishes to visit the university grounds request permission from the university and the university require a background check to verify that the visitor is not a threat to the faculty and/or students.

Article II: The state government shall place a carefully selected individual in the staff of the university to access the databases of the state and federal government to conduct and manage the background checks.

Article III: A threat is defined as one who has the intention of inflicting evil, injury, or damage to another.

Article IV: To deter unwanted visitors, there shall be a thirty foot wall with barbed wire on top to hinder the ability to climb the wall.

Article V: Universities who do not enact these changes shall not receive state funding.

Article VI: The state government shall establish the University Student Safety Commission to manage the individuals at state universities running the background checks under the executive branch under the Department of Education.

Article VII: Funding for the salaries of the background examiners shall come from the salaries of the congressmen of the legislative branch.

Article VIII: This law shall go into effect January 1, 2012.

Article IX: All laws in conflict with this bill shall be declared null and void.

Flat Income Tax

Article 1: A flat tax rate of 11% will be put into place.

Article 2: This flat tax applies to all citizens.

Article 3: This will be overseen by the IRS

Article 4: This bill will take effect in 90 days.

Article 5: All laws in conflict with this bill will be declared null and void once this bill takes effect.

Let it be enacted by the student congress here assembled that there will be an increase in federal disaster relief funding.
Article II
Federal disaster relief funding refers to funds under FEMA as well as the entirety of the Department of Homeland Security available for emergency use.
Article III
The Department of Homeland Security will have authority for maintaining these funds and enforcing this law.
Article IV
This will be enacted upon its passage.

Local Government Accountability

Whereas local governments are most familiar with the areas they govern and what such areas need in the event of a natural disaster,

Whereas the federal government can and should provide funds to ensure preemptive measures are taken to respond to a natural disaster,

Whereas the federal government should be used as a last resort after a natural disaster has occurred,

Be it resolved by Congress here today that local governments, meaning city and state governments, are to be held accountable as first responders in the event of a natural disaster.

Be it further resolved that local and state governments will be monetarily aided by Congress in order to create a proper proactive rather than reactive system of responding to a natural disaster.

A Bill Regarding Economic Aid to Europe
BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:
SECTION 1. To not give economic aid to Europe until the U.S. National Debt has been significantly reduced.
SECTION 2. Economic aid to Europe can resume when the national debt has been reduced by 10%.
SECTION 3. The US Treasury is responsible for enforcing this bill.
SECTION 4. This law will take effect at the beginning of the next month which would be November 1st, 2011.
SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

A Bill to decrease Federal Management Agency spending on disaster relief
BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:
SECTION 1: FEMA will grant areas money according to the amount of disaster; however this grant will not exceed fifty-million dollars.
SECTION 2: FEMA is the Federal Emergency Management Agency, and a grant is federal money given to a state.
SECTION 3: The government agency to oversee this bill will be FEMA
SECTION 4: This bill shall be enacted November 1st, 2011
SECTION 5: All laws in conflict with this legislation are hereby declared null and void.

A Bill to reduce the U.S. authority in Mexico and include more U.S. and Mexican authority at the border of entrance.
BE IT ENACTD BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:
SECTION 1: U.S. authority located in Mexico shall be reduced by a fourth and include more U.S. and Mexican authority at the border entrance, so that each vehicle can be thoroughly inspected if deemed necessary.
SECTION 2: Authority: a power or right delegated or given
SECTION 3: The Mexican and U.S. governments shall jointly enforce this law.
SECTION 4: This bill shall be established by January 12, 2013.

A bill to authorize the arming of college and university classrooms.
BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:
SECTION 1: College and university classrooms will be equipped with Taser guns and silent alarm buttons.
SECTION 2: Equipped is to be supplied with necessities. Taser guns are electronic shock weapons.
SECTION 3: State police departments will be in charge of overseeing the distribution and training of Taser guns. The colleges and universities will be in charge of hiring their own security companies to install silent alarm buttons.
SECTION 4: Full compliance of this bill will be mandatory by August 1st, 2013.
SECTION 5: All laws in conflict with this legislation are hereby declared null and void.

SECTION 1. The United States Federal government hereby legalizes cannabis.
SECTION 2. Cannabis is defined as the psychoactive product consisting of dried flowers of Cannabis plants selectively bred to produce high levels of tetrahydrocannabinol and other psychoactive chemicals; commonly known as marijuana.
SECTION 3. This bill will be enforced by the Federal Bureau of Narcotics.
SECTION 4. This bill will take effect one-year after its passage.
SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

Legislation to Secure Public Internet Privacy

I. The U.S. Congress hereby declares that all companies utilizing “cookies” for accessing or sending information must receive permission from the users.
II. Cookies are defined as pieces of Internet information that appears when a user visits many Internet websits. These cookies are used by various websites to send advertisements or obtain information about the users. Users are anyone who utilizes the Intranet.
III. This legislation shall be executed by Department of Health and Human Services
IV. This legislation shall be enacted upon its passing.
V. All laws in contrast to this bill are hereby declared null and void.

A bill to Diminish drug violence in Mexico
Article 1: Be it enacted by the student Congress here assembled that previously illegal narcotics will now be legal
Article 2: Narcotics mentioned are marijuana, cocaine, and heroine.
Article 3: This law will be enforced by the Bureau of Alcohol, Tobacco, and Firearms.
Article 4: This law will be enacted upon its passage
Article 5: All other laws that are in conflict with this new policy shall hereby be declared null and void.

A Bill to Protect the Future Generation
BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:
SECTION 1. Every public college or university in the state of Virginia is required to maintain the blue light system, with each light in visual distance of one another on both sides of the street.. Colleges and universities are required to teach students how to use them in times of emergency.
SECTION 2. The blue light system is defined as security telephones stationed at locations on a college or university campuses that have a bright blue light and are used to call for help and to provide a brighter area.
SECTION 3. This bill will be overseen by the Virginia Department of Education.
SECTION 4. This law will take effect within two months of passage.
SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

A Resolution against the "American Job's Act" 

1. Whereas, the national debt is over 14 trillion dollars; 

2. Whereas, unemployment is 9.1%; 

3. Whereas, previous stimulus measures have failed;

4. Be it resolved, that this congress shall not pass any additional "stimulus" legislation until a balanced budget amendment is passed by this house.

The Financial Crisis

Be it here enacted by Congress here today that;

Article 1:The national debt is seen as the biggest problem in the world. With almost all of the other countries following with an economic cascade downwards. The bill here today is going to cut spending, cut taxes; thus creating more jobs. The other thing that this country needs is small businesses and could use extra help in creating a more prosperous society, in turn solving all of our issues here today.

Article 2: Small businesses are defined as a business than is not a corporation also can be called a family business yet that is only one example of the many known “small businesses”.

Article 3: the Federal Reserve, the US treasury, and bureau of treasury will oversee the bill.

Article 4:This bill will go into effect 60 days after it is declared by its passage of the congress here today.

Article 5: Every Law that has conflict with this bill will be declared annulled.
