A Bill to Increase Tax Fairness in the United States.
BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:
Section 1: The 9-9-9 tax plan, introduced by Herman Cain, shall be enacted in the United States.
Section 2: This bill shall eliminate the current tax system through the establishment of a 9% business transaction tax; 9% personal income tax rate, and a 9% federal sales tax.
Section 3: This bill will be overseen by the Internal Revenue Service.
Section 4: This law shall be enacted on November 6th, 2012
Section 5: All laws in conflict with this legislation are hereby declared null and void.

A Resolution to Monitor Home Schooled Students
WHEREAS, students need to meet certain requirements by specific time intervals throughout their education, and
WHEREAS, we must ensure the safety and health of individuals in our communities and
WHEREAS, the state needs to offer the highest possible level of success to students, and therefore
BE IT RESOLVED by the Congress here assembled that the state of Virginia will directly monitor all registered home school students through the use of a compulsory attendance policy and the implementation of course requirements and standardized testing.

A Bill to Withdraw U.S. Foreign Aid to all Countries.
BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:
Section 1: The United States will withdraw half of all its foreign economic and military aid from every nation that is a recipient.
Section 2: Economic and military aid is defined as aid given by the United States to other countries including developing countries, countries of strategic importance and countries recovering from war.
Section 3: This bill will be overseen by the United States Agency for International Development.
Section 4: This bill shall be enacted on January 1st, 2013.
Section 5: All laws in conflict with this legislation are hereby declared null and void.

¬A RESOLUTION TO DIFFUSE THE THREAT OF NORTH KOREA

WHEREAS, North Korea has recently been researching extensively into the extreme purification of radioactive materials, such as Uranium 235, in order to sustain a larger and more controlled process of nuclear fission used in the process of nuclear explosions

WHEREAS, North Korea has already made profound threats against the United States and South Korea, stating it would “engulfing Seoul in a sea of flames, smashing every move for confrontation” with its enemies

WHEREAS, North Korea has already displayed and publicized it is developing itself as a nuclear armed state ready for attack on the United States and South Korea

BE IT RESOLVED by Congress here assembled that an embargo be proposed to the UN on North Korea forbidding it from relations with all outside bodies, in a similar fashion to that of the Cuban Embargo, and only allowing the Embargo to be released when North Korea agrees to establish peaceful relations with the United States and all concerned bodies

A BILL TO ABOLISH THE DIGITAL MILLENNIUM COPYRIGHT ACT

Article I: The Digital Millennium Copyright Act of 1998 shall hereby be abolished. Anyone convicted of copyright infringement shall be reimbursed their fines or released from prison.

Article II: The Digital Millennium Copyright Act is defined as a United States copyright law that implements two 1996 treaties of the World Intellectual Property Organization, as well as criminalizes production and dissemination of technology, devices, or services intended to circumvent measures (commonly known as digital rights management or DRM) that control access to copyrighted works.

Article III: This shall be overseen by the United States Copyright Office.

Article IV: This bill shall go into effect within six months of passage

Article V: All laws in conflict with this bill are hereby declared null and void.

A Resolution granting Financial Responsibility to a Private Sector Organization to maintain the quality of Roads within the state of Virginia.

Whereas the primary responsibility of Road Maintenance is to insure safe roads for all Virginians,

Whereas Virginia’s local Government will be allotted more responsibilities over the construction of their individual roads to accommodate Virginia Citizens,

Whereas the State Government will no longer be responsible for financially contributing to road maintenance and Virginia Citizens will not have to face the reality of higher property taxes,

Whereas the remainder Virginia’s transportation and maintenance funds will go directly to the Private Sector Organizations funds to assist with the transition,

Whereas relinquishing financial responsibility to a private organization will give financial stimulation back to the local government and Virginia taxpayers,
Be it resolved by Congress here today that Virginia Department of Transportation cease to contribute compensation to maintaining Virginia Roads, in return grant a Private Sector Organization to accommodate pamper the needs of the Roads in Virginia,

Be it further resolved that each local government arrange the constructional landscape of the road ways particular to each other and their particular county with the assistance of Virginia Department of Transportation.

Be it enacted by the congress here assembled that: all webpages and websites that use copyrighted items without permission on the internet will be expunged and ultimately eradicated.
Article 1: All persons having illegal copy-written material on their websites will have their websites taken down for a period not to exceed 6 months.
Article 2: Anyone who violates this law more than once in a five (5) year period will be charged with copy right infringement and shall be subject to 2 and one half years in prison.
Article 3: A. If the author grants permission for their information, photos, etc. to be posted on various sites, it shall be stimulated on the site and accepted for access.
B. Any person not stipulating the author’s written permission as in A. above shall be deemed to be in violation of this law.
Article 4: All laws in conflict with this bill shall be null and void.
Article 5: This bill will be in effect by July 1, 2012!

Be it enacted by Congress here assembled that:
The frequency of maintenance of roads and highways within the Commonwealth of Virginia shall increase in quality and efficiency as deemed necessary by VDOT. Outside contractors will be hired on a sealed bid proposal for contracts to assist VDOT. Funding for this maintenance will come from the Commonwealth of Virginia.
Article 1: All roads that are currently used for commuting by the populace of Virginia shall be repaired as necessary as quickly as possible.
Article 2: The funds for these reparations shall be given by the state government of Virginia and by charities or corporations who wish to provide funding as well.
Article 3: After the reparation, these roads shall be maintained properly and when necessary fixed as quickly as possible.
Article 4: This maintenance shall be overseen by the construction company in charge of the reparations, and a semi-annual checkup by a government inspector will be the required minimum for said maintenance.
Article 5: Failure to follow this law will result in a probation period in which the government will run an examination of the company, during which said company is liable to an immediate termination of contract by the government if it deems them unqualified in their actions.
This law will take effect on June 1, 2012.
Article 6: All laws in conflict with this legislation are hereby declared null and void.

A Resolution to Eliminate the Use of Super PACs in Federal Elections

WHEREAS, The United States political arena already receives undue influence from unions and big business-; and
WHEREAS, It is legal for Super PACs to raise and spend unlimited sums of money in support of or against a specific candidate; and
WHEREAS, Super PACs pose a legitimate threat to democracy;
THEREFORE BE IT RESOLVED, by the Congress here assembled that the use of super PACs in federal elections be prohibited.

A Bill To Raise Homeschooling Standards

Be it enacted by Congress here assembled that:

Article 1: All parents who wish to homeschool their child or children must have at least a Bachelor’s degree. A parent must register with the Virginia Department of Education in order to attain a license for homeschooling his or her child or children

Article 2: The Bachelor degree must be granted by a licensed by a higher education school. Homeschooling is defined as a parent or parents teaching their child or children in lieu of a public or private education.
Article 3: This bill will be overseen by the Virginia Department of Education.

Article 4: This bill will be enacted September 1, 2015.

Article 5: All laws in conflict with this bill are hereby declared null and void.

The Gold Standard
Whereas the gold standard is known for its stable increase in value,
Whereas the value of the dollar has had a constant downgrade after l leaving the gold standard, Whereas this would become a steady increase for the dollar.
Be it resolved by Congress here today that the United States will reinstate the gold standard.

Be it enacted by the student congress here assembled that

Section 1 The United State Goverment will issue a newly reformed Federal standardized progressive income tax. U.S. citizens in the top 1 percentile shall be taxed 45 percent, and citizens that are between 2 to 10 percentile shall be taxed 35 percent, and citizens between 11 to 50 percentile shall be taxed 25 percent, and citizens that are in the bottom 50 percent shall be taxed 10 percent.

Section 2 The Federal Income Tax begun in 1913, which set a standardized tax that all U.S. citizens had to pay to the goverment. The income tax has always been a progressive tax, which means the percentage of tax grows when the income grows. The top 1 percentile is anyone making over $350,000 per year. The 2 to 10 percentile are anyone that is making between $120,000 and 349,000 per year. The 11 to 50 percentile are anyone making between $35,000 and 119,000 per year. The bottom 50 percentile are anyone making less than $35,000 per year.

Section 3 The Internal Revenue Service will correctly implement all taxes.

Section 4 The newly reformed income tax will be implemented the following fiscal year.

Section 5 All laws in conflict are hereby considered null in void.

A Bill Regarding Devolution of Road Maintenance

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:
SECTION 1. Road maintenance of secondary roads will become a local
responsibility and not a state responsibility.
SECTION 2. The state must convey ownership of the roads to the local
governments.
SECTION 3. Devolution must be applied state wide.
SECTION 4. This will take effect 6 months upon passage.

Be it enacted by this congress that:
Section 1. The United States Federal Government will put domestic economic issues above those of foreign countries

Section 2. Initial foreign aid funds will be redirected and transmuted into domestically focused funds when the United States National Debt equates to or surpasses that of ten trillion dollars. Foreign Aid shall be cut carried out or resumed until the national debt equates to ten trillion or better. Any said Foreign Aid includes any and all government endorsements, donations, handouts, spending, and distribution of any currency/value to charities, relief programs, and any other businesses or groups that are not based in The United States, and/or do not relieve domestic issues, and/or relieve other countries. No law or augmenting of this legislative document may be made. This legislation may only be changed by being first removed from its legal standing and then reinstated with intended changes, all steps following proper protocol and procedure. (This policy is does not pertain to Charities and independently owned relief programs and are not to be expected or enforced to follow this policy.)

Section 3. The enforcement of this legislation is to be carried out by The Department of the Treasury. Any and all acts of defiance against this legislative document after ratification planned or carried out, will be investigated by the Federal Bureau of Investigations and trials will follow all procedures and protocol of federal impeachments, where the Senate and its members judge the persecuted and carry out just repercussions/punishment for the guilty.

Section 4. The enactment and enforcement along with all necessary actions this document entails must and will be carried out immediately after all proper ratification procedures of this document have been fulfilled. This policy shall continually be followed until removed of its legal authority. Section 5. Any and all acts, documents, decrees, laws, and/or federal legislation that infringe on and/or prevent the complete enforcement of this policy by rendered null, void, and not-withstanding.

A Resolution to Keep Home Schooling
WHEREAS, Parents are responsible for ensuring that their children’s education is carried out well and there is no logic that necessarily requires them to surrender that responsibility to the state; and
WHEREAS, Homeschooling and Private School are virtually the same; and
WHEREAS, Parents are entitled to make judgments about the quality of state provided teaching; and
WHEREAS, Classroom education often fails the bright and the slow, by going too slowly for the former and too fast for the latter; and
WHEREAS, Home schooling can help students with learning disabilities with the help of tutors specially trained for their needs; and
WHEREAS, to the state, each child is only one of the many thousands moving through the system; now, therefore, be it
RESOLVED, By the Congress here assembled that Home Schooling should continue to be allowed.

A Resolution to Pursue the “Third Option” in Dealing with North Korea
WHEREAS, the United States and the United Nations are more than sufficient to eliminate an imminent threat from North Korea should the occasion arise; and
WHEREAS, the North Koreans have failed to employ a presentable navy or air force; and
WHEREAS, the North Korean peoples are faced with starvation and malnutrition; therefore, could not defend themselves during drastic measures; and
WHEREAS, communism has always failed, and if left alone, North Korea shall follow that pattern; now, therefore, be it
RESOLVED, By the Congress here assembled that, the United States should embody the notion of the “third option” in dealings with North Korea and leave them alone.

WHEREAS, the United States is spending $25 billion on foreign aid (not including defense spending), mostly concentrated on controversial areas
WHEREAS, the United States is more focused on creating good relations and less concerned on creating like qualities with developing nations
WHEREAS, the goal of the US Foreign Aid budget is not in nation-building but to assist countries in need
THEREFORE BE IT RESOLVED that the Congress limit the United States' foreign spending to assist allies or potential allies in significant humanitarian need or substantial poverty not to benefit monetary or political desires.

WHEREAS, United States is suffering from multiple crises; and

Whereas the United States provides foreign aid to more than 150 countries of the 196 countries in the world;

Whereas the United States spent $44,957,000,000 solely on foreign aid in 2009 according to the Us Census Bureau;

Whereas the current allocation for foreign aid gives the largest percentage of funding to nations in the Middle east and Northern Africa – nations that pose the greatest threat to United States national security;

Whereas the United States allocates approximately an equal amount of funding for foreign aid as it does for education;

Be it resolved that the United States significantly decrease spending in order to reallocate money to the Department of Education.
