A RESOLUTION TO CLASSIFY INTERNATIONAL DRONE USAGE AS A WAR CRIME

WHEREAS: The United States is the global leader in utilizing unmanned drones to commit targeted killings.

WHEREAS: International Drone use is defined as; an aircraft without a human pilot on board. Its flight is controlled either autonomously by computers in the vehicle or under the remote control of a pilot on the ground or in another vehicle.
WHEREAS the United States is a leader of the free world and should be leading by example in regards to the issue of unmanned drone killings.

BE IT RESOLVED THAT all international drone usage, which involves killing, is classified as war crimes; except for the act of using foreign drones for surveillance and non-violent purposes, which will not be considered war crimes.

A BILL TO REFORM IMMIGRATION
Article I: Legal immigration should be made simple and efficient so it is easier for immigrants to become documented working citizens.
Article II: The American Immigration system is considered broken. Immigration reform is primarily focusing on the number of immigrants, both legal and illegal currently in the United States. Millions of undocumented immigrants are working in America living in the shadows and not paying taxes.
i. Reform: To improve by alteration or removal of defects
Article III: This shall be overseen by the Bureau of Citizenship and Immigration Services and the Immigration, Refugees and Border Security Committee.
Article IV: This bill shall go into effect within 6 months of passage.
Article V: All laws in conflict with this bill are hereby declared null and void.

A BILL TO FUND EXCEPTIONAL EDUCATION IN THE UNITED STATES
ARTICLE I: This bill shall establish funding to further educate the exceptional and gifted students whose education is stunted by learning standards that are at too low of a level for them.
ARTICLE II: This bill, once enacted, will set aside funding to support a higher learning standard for those who need it.
i. Exceptional is defined as unusual or abnormal.
ii. Learning Standards are defined as the average level of education required.
iii. Gifted is defined as having a great natural ability.
ARTICLE III: This bill will be overseen by the United States Department of Education.
ARTICLE IV: This bill will be carried out to completion within the next six months.
ARTICLE V: All articles in conflict with this bill are hereby declared null and void.

A Bill to Ban Dark Pool Trading
ARTICLE I: Ban dark pool liquidity trading on Wall Street to prevent market fragmentation and increase transparency.
ARTICLE II:
i. Dark Pool: The trading volume created by orders that are unavailable to the public. The bulk of dark pool liquidity is represented by block trades facilitated away from the central exchanges.
ii. Wall Street: the collective name for the financial and investment community, which includes stock exchanges and large banks, brokerages, securities and underwriting firms, and big businesses.
iii. Market Fragmentation: the decentralization of the trading market.
iv. Market Transparency: The extent to which investors have ready access to any required financial information.
ARTICLE III: The Security and Exchange Commission (SEC) will enforce this legislation.
ARTICLE IV: This bill will take effect within 6 months of passing.
ARTICLE V: All laws in conflict with this legislation are hereby declared null and void.

Resolution to prohibit the creation of windmills offshore of Virginia
-Whereas, the creation of windmills will be prohibited offshore of Virginia.
-Whereas, the creation of windmills would harm the marine life in the Chesapeake Bay.
-Whereas, windmills would create a disturbance in sea routes and operations of shipping industry and military vessels coming into Norfolk Naval Station.
-Whereas, the creation of a windmill farm would be too costly for Virginia’s economy.
-Therefore be it resolved, here by the student congress here assembled, that all legislation regarding the creation of windmills off the shore of Virginia be prohibited.

A resolution to legalize marijuana

Whereas, recreational marijuana use has grown exceptionally in the states in which it has been legalized.
Whereas, the effects of marijuana are less detrimental than that of alcohol or other prohibited drugs.
Whereas, the legalization of marijuana would yield huge economic benefits.
Whereas, the theory that marijuana is a “Gateway Drug” has been disproven multiple times.
Whereas, the legalization of marijuana would benefit police departments in various ways.

A BILL TO ALLOW THE CONSTRUCTION AND IMPLEMENTATION OF OFFSHORE WIND FARMS
BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT


Article I: The Virginia State Government will allow the construction and implementation off Offshore Wind Farms in Virginia Waterways.

Article II: A Wind Energy Farm is defined as a grouping of wind generators or wind plants located at a site having dependable strong winds.

Article III: This legislation will be overseen by the Virginia Department of Mines, Minerals, and Energy.

Article IV: This legislation will go into effect no later than January 1st, 2014.

Article V: All articles in conflict with this bill are hereby declared null and void.

A Bill to Provide Subsidies to States Who Provide Teacher Training for Twice Exceptional Education.
BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:
Section 1: The federal government will provide a tax subsidies to those states who provide twice exceptional training for special education and gifted education teachers.
Section 2:
• Twice-exceptional; students who have outstanding gifts or talents and are capable of high performance, but who also have a disability that affects some aspect of learning
• Gifted is defined by No Child Left Behind Act as “who give evidence of high achievement capability in areas such as intellectual, creative, artistic, or leadership capacity, or in specific academic fields, and who need services or activities not ordinarily provided by the school in order to fully develop those capabilities.”
• Learning Disability: is a neurologic disorder that causes difficulties in learning that cannot be attributed to poor intelligence, poor motivation, or inadequate teaching
Section 3: The government agency will oversee this bill will be

Article I: The United States will make the path to citizenship more attainable for immigrants currently residing within the United States border by creating a pathway to citizenship for documented and undocumented workers.

Article II: This Bill will be paid for with Federal taxes currently being used to increased Border security and arrest illegal immigrants.

A Bill to Increase US Naval Efforts Near the Horn of Africa

Section I: The United States will increase its naval presence around the Horn of Africa by 50 percent. The US Navy will have the authority to detain anyone witnessed committing acts of piracy.

Section II: The waters in which the US will increase its navy include the Red Sea, the Gulf of Africa, and the Indian Ocean.

Section III: This bill will be funded and overseen by the Department of Defense.

Section IV: This bill will be enacted on January 1, 2014.

Bill to End use of Military Drone Attacks

Article I: The United States will cease its use of military drone strikes as a tool in reaching its foreign policy objectives.

Article II: Military drone strikes are defined as any use of an unmanned aerial vehicle without a human pilot on board that fires a weapon directed at a specific individual or target.

Article III: This Bill will be overseen by the United States Department of Defense and monitored by Amnesty International.

A Resolution allowing the use of drones by the US Military and other Defense organizations

Whereas, Drones have already been used by the U.S. Government for nearly a decade, and

Whereas, Drones such as the MQ-1 Predator and the MQ-9 Reaper are not only useful in situations of peace and acts of war, but are also a cost-effective alternative to fixed-wing aircraft, and

Whereas, A drone would not require a pilot to stay in the plane, thus letting the pilot control a UAV rather than risking death inside an aircraft.

THEREFORE, BE IT RESOLVED THAT we allow drones to be used by the US Military and other Defense-related organizations.

A BILL TO REQUIRE FEDERAL FUNDS ARE GIVEN TO MANDATED STATE SPECIAL EDUCATION PROGRAMS

BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT
Section 1. The United State government will supply states governments with federal funds for mandated Special Education programs.

Section 2. Upon passage of this bill, All Special Education Programs mandated by the federal government that do not already receive sufficient funds will at least be given half the money that it needs from the federal government to carry out these programs.
i. These Special Education Programs must be upheld to the federal standard as long as federal funds are being used to fund the programs
ii. All schools receiving this federal funding must put the money toward the program and may not use any portion of the federally mandated money toward other programs not directly related to the State Special Education Programs.

Section 3. The Department of Education will oversee the distribution of allocated funds.

Section 4. This bill with go into effect by June 1st 2014

Section 5. All articles in conflict with this bill are hereby declared null and void.

ARTICLE II: Cannabis, a tall plant with a stiff upright stem, divided serrated leaves, and glandular hairs. It is used to produce hemp fiber and as a psychotropic drug
