SECTION 1. Congress will abolish the “Don’t Ask, Don’t Tell” policy and prevent any further restrictions upon entering into military service on the grounds of sexual orientation.

Encouraging Fiscal Responsibility

1. Whereas the current welfare system discourages fiscal responsibility and
2. encourages long term dependency.
3. Whereas the 4.7 million families receiving aid in the form of cash deposits
4. from the AFDC (Aid to Families with Dependent Children) spend an average
5. of six-and-a-half years on welfare.
6. Whereas in 2001, $167 billion was spent on cash, food, and housing
7. assistance, 72 percent of which came from federal funding. The amount is
8. only expected to increase.
9. Whereas an increase in the time which a child spends on welfare reduces the
10. child’s IQ by as much as 20 percent.
11. Whereas 9 out of 10 Americans believe that welfare recipients should work
12. for the benefits which they receive. 84 percent support a family cap
13. preventing mothers from receiving a raise in support due to the birth of
14. subsequent children out of wedlock.
15. Therefore be it resolved, cash allowances for welfare recipients should be
16. replaced by work and educational programs to stimulate the lives of the
17. dependents as well as decrease the deficit.

Setting a Trend

1. Whereas sex trafficking across the globe is a crime against humanity growing
2. in popularity.
3. Whereas in 2008 nearly 2 million children were in the commercial sex trade
4. around the world.
5. Whereas the United States allow non-citizen victims of sex trafficking receive
6. federally funded benefits and services mirroring that of a refugee.
7. Whereas about 70 percent of women trafficked throughout the globe are from
8. Eastern Europe.
9. Whereas in the region of South Eastern Europe, 90 percent of all women in
10. the sex business are victims of trafficking.
11. Whereas 50 percent of victims across the globe are minors.
12. Therefore be it resolved, the United States should advocate for the extension
13. of the Victims of Trafficking and Violence Protection Act of 2000 to the UN
14. as a necessary adoption for the European members.

Bill to Endorse Stem Cell Research
Article I: The United States federal government hereby funds the National Institutes of Health with 168 million dollars to promote research in isolation, derivation, production, and testing of stem cells that are capable of producing all or almost all of the cell types of the developing body.

Article II: Stem cell is defined as extracting human cells that are characterized by the ability to renew themselves through mitotic cell division and differentiating into a diverse range of specialized cell types. Stem cell research is study that is aimed to lead to treatments to various permanent diseases including bone loss, brain damage, severe burns, cancer, diabetes, heart disease, incomplete bladder control, leukemia, muscular dystrophy, spinal cord injuries, and stroke.

Article III: This bill shall be over seen by the Department of Health and Human Services
Article IV: This bill shall be implemented immediately upon passage.
Article V: All laws in conflict are hereby declared null and void.

Bill for legalizing prostitution in Virginia
Article 1: Virginia will make prostitution a legal business a source of revenue for the state.
Article 2: Revenue is defined as the yield of sources of income (as taxes) that a political unit (as a nation or state) collects and recieves into the treasury for public use.
Article 3: The Virginia Department of Business and the Virginia Department of Health will oversee this bill.
Article 4: This bill will be implemented on January 31, 2010.

A Bill to legalize the act of prostitution in the Common Wealth of Virginia

The purpose of this bill is to legalize the act of prostitution in the Common Wealth of Virginia.

Prostitution is defined as the act or practice of engaging in promiscuous sexual relations especially for money which is currently illegal in all of the United States of America except for some parts of Nevada.

The United States Law Enforcement will oversee that this bill is carried out buy stopping all arrests and releasing anyone confined for illegally engaging in the act of prostitution, or the solicitation of it.
SECTION 4.

Article I: The United States Federal Government hereby repeals the “Don’t Ask, Don’t Tell” military policy currently in place, and will replace it with The Military Readiness Enhancement Act.

Article II: The “Don’t Ask, Don’t Tell” policy mandates the discharge of openly gay, lesbian, or bisexual service members. The Military Readiness Enhancement Act will prohibit discrimination based upon sexual orientation in the military. It will allow gay, lesbian, and bisexual men and women to serve openly without fear of being discharged if their sexual orientation is discovered.

The Article III: This piece of legislation will be carried out by United States Department of Defense.

Article IV: This piece of legislation is to be enacted immediately upon passage.

Article V: All laws in conflict with this piece of legislation are hereby declared null and void.

A bill to adjust unemployment benefits to
reduce the expenses of the federal government

Be it enacted by Student Congress here assembled that:

Section 1: State governments will establish agencies to give the unemployed work on state projects and when such agencies are in place federal unemployment benefits will be eliminated.

Section 2: State projects include, but are not limited to, public works projects, such as repairing roads, and custodial or clerical work in state hospitals, prisons, or government buildings

Sections 3: The enforcement of this bill will be overseen by the Department of Labor.

A Bill to Imprison Sex Offenders for life


BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:
SECTION 1. All sex offenders are sent to jail for life with no chance for parole and laws be rewritten on what a sex offender is considered
SECTION 2. Sex Offender- Someone who commits a sex crime such as rape or sexual child abuse
SECTION 3. The United States Court System shall make sure that this law is enforced.
SECTION 4. This should be enacted by the end of 2010

A Bill to Legalize Prostitution

SECTION 1. Prostitution shall become a legal service. Anyone currently in prison just for prostitution shall be released. Minors will still not be allowed to engage in prostitution.
SECTION 2. Prostitution is when two willing adults engage in a sexual act where one pays the other. A minor is anyone under the age of 18.
SECTION 3. The Virginia Court System will oversee this bill.

Resolution to Start an International Committee to Stop Sex Trafficking


Whereas, four million children, women, and men are trafficked worldwide each year; and

Whereas, 17,5000 women and children are trafficked in the United States alone each year; and

Whereas, these sex trafficking practices are continuing to grow at an alarming rate and shows significant signs of increasing even more rapidly in the coming years; and

Whereas, if we do not take action immediately these practices will grow too large for effective government interference and will not be able to be stopped; now, therefore, be it

A Bill to Legalize Dens of Iniquity

BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:

SECTION 1. Prostitution Brothels will be legal in the State of Virginia.

SECTION 2. A Prostitute is defined as one who offers sexual services in return for money. Prostitution will only be legalized within the brothels: not on the streets, curbs, etc. Each brothel must be constructed in a discrete location away from any family ordained public area. Brothels must also mandate there employees to be regularly tested, require their cliental to use protection, rooms must be cleaned after each and every use, as well as keep an updated profile on each employee. Employees are not allowed to live at the brothel, must work in shifts, and are required to use aliases while working. The brothels will not have any sort of Pimp on the premises but a security officer will be required at all hours of operation. Payment must be done in cash, wire transfer, or a cashier’s check. There will be a tax on anyone who pays for or collects money for the services of a prostitute. That tax will go towards supporting a different institution after every two years.

SECTION 3. The Virginian Health Department, the Department of Taxation and also the Department of Labor and Industry will oversee this piece of legalization. Failure to comply would result in with each of the designated departments to pay each individual prostitute $50,000 dollars in cash.

SECTION 4. The doors will be open for sexual services on January 1st 2012. Giving ample time for the brothels to be constructed.



SECTION 5. All other laws in conflict with this new policy shall hereby be declared null and void.

Resolution on Stem Cell Research

Whereas, I am open to the idea of adult stem cell research, not embryonic research.

Whereas, Embryonic stem cells are dead babies. They shouldn't be messed with after they've passed. I feel if we allow embryonic stem cell research, it will increase abortions. Adult stem cells are a much natural solution for treatment research and other studies.

Resolved, People who practice with embryonic stem cells should be fined or spend time in jail, and the research should be discontinued immediately.

A Resolution to fix unemployment issues.

WHEREAS, Many American citizens who once had jobs are now unemployed.

WHEREAS, The people who lost their jobs are spending less than the usually would so, the economy just keeps getting worse because consumers are no longer spending as much as they used to.

WHEREAS, Crime rates also increase during a recession.

RESOLVED, that the student congress assembled here make the following recommendation for solution that, we should tax citizens that make over five hundred thousand dollars a year pay a monthly tax that goes to unemployed people. Also citizens that make over a million dollars should get in groups of ten and start a business that can employ many people. Because once more people are employed consumers will start buying more items so the economy comes back up. Also crime rates will go down making the streets more safe.

8. Whereas an estimated 4,000 homosexuals a year do not re-enlist after training
9. Whereas in 2006, in order to meet recruiting goals the army increased waivers to
10. lower intellectual standards, physical standards, let convicted felons to serve, and
11. doubled the amount of enlistment bonuses
12. Whereas According to a February 2005 Government Accountability Office (GAO)
13. report, American taxpayers spend more than $30 million each year to train
14. replacements for gay troops discharged

SECTION 1. Unemployment benefits, except those for the disabled, are hereby abolished for more than one month in a period of two years. Instead, the government will only provide job seeking assistance and career planning opportunities.

WHEREAS, The Don’t Ask Don’t Tell policy serves as a limit on the freedom of expression of gay military personnel; and
WHEREAS, There is evidence that 65,000 gay men and women are currently serving in the armed forces but are not permitted to serve openly; and
WHEREAS, The United States military is already stretched thin and must welcome any American who is willing and able to serve; and
WHEREAS, Banning gays from serving openly in the military is no less prejudiced than banning specific races or religions; now, therefore, be it

WHEREAS, The potential benefits of stem cell research have not been capitalized upon due to poor funding; and

A Bill to Reform the Policy on Homosexuals in the Military to Reinstate the Ban on
Their Enlistment and Service


BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:
SECTION 1. That any persons demonstrating a former engagement or intent to engage in homosexual acts be prevented from serving in the military or be discharged if already serving.
SECTION 2. An prior engagement in or intent to engage in homosexual acts must be significantly proven in a Court of Military Justice. Homosexual acts include any acts that may be seen as overtly sexual towards another person of the same sex, in a way that shows a sexual desire towards that person of the same sex.
SECTION 3. This bill will be overseen by the Department of Defense and the Military Recruiting Offices.
A. Any questions on interpretation of the bill may be brought to the House Armed Services Committee.
SECTION 4. This Act will go into effect immediately, pertaining to the ban on the enlistment of homosexuals in the military and the dishonorable discharge of those who enter in the military after the passage of this bill and are later discovered to be homosexuals. However, homosexuals already enlisted in the military will be grandfathered in under the old policy, unless they so choose to receive an honorable discharge and they will be allowed to do so with no repercussions.
SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

WHEREAS, for years prostitutes, better known as hookers, have been in the pursuit of freedom for the services they provide, and

WHEREAS, prostitution is illegal because of Victorian and Puritan ideals, none of which apply to today’s society and therefore do not need to be regulated, and

WHEREAS, many police officers seek the services of the very women they should be putting behind bars, and

WHEREAS, demand for prostitution has fallen and continues to fall as other alternatives become available, and

WHEREAS, prostitutes or hookers shall be defined as men or women who sell themselves for money or any other form of compensation as it relates to sexual acts.

RESOLVED, that federal prostitution laws shall be eliminated, allowing individual counties to pass their own prostitution laws as would best fit their community, as well as allowing the free market to decide the future of the business.

A Resolution Create a Research Panel to Assess the Benefits of All Types of Stem-Cells


WHEREAS, President Obama recently lifted the ban on stem-cell research and controversy continues to surround stem-cell research; and

WHEREAS, The benefits and risks of all types of stem-cells have long been misrepresented or falsely reported; and

WHEREAS, The result of this misrepresentation has created a substantial divide in both political and scientific communities; and

WHEREAS, An objective review would determine both the possible uses of stem-cells and the harm that could be caused to or by the cells; therefore, be it

RESOLVED, That the Student Congress here assembled establish a research panel to assess the risks and benefits of each type of stem-cell and publish a detailed report that states the conclusions of the panel; and be it

Article I: The state of Virginia hereby makes prostitution legal for all men and women under the age of 45 and over the age of 18. Prostitution shall also be employed and run by the state of Virginia as a socialized organ of the state government. Virginia will use prostitution as a source of revenue and shall fund monthly HIV/AIDS tests along with birth control.
Article II: A prostitute is defined as the person who engages in the act or practice of engaging in sexual acts who will be paid by the government as civil servants.

The Bill to Ban the Use of Embryos in Stem Cell Research

Article I: The United States Federal Government hereby: Part 1) bans the use of embryos for stem cell research purposes; and Part 2) increases the funding allotted to the research of transforming human somatic cells into cells with embryonic characteristics.

Article II: Embryonic cells are cells that are taken from a human embryo (the early developmental stages of a fetus before it has reached a distinctively recognizable form). Stem cell research is the technology of taking primitive human cells to develop them into almost any of the 220 varieties of cells in the human body.

Article III: This bill will be overseen by the Department of Health and Human Services.

Article IV: Part 1 of this bill will be implemented January 1, 2012. Part 2 will be implemented at the beginning of the next fiscal year.
