Bill for legalizing prostitution in Virginia
Article 1: Virginia will make prostitution a legal business and a source of revenue for the state.
Article 2: Revenue is defined as the yield of sources of income (as taxes) that a political unit (as a nation or state) collects and recieves into the treasury for public use.
Article 3: The Virginia Department of Commerce and the Virginia Department of Health will oversee this bill.
Article 4: This bill will be implemented on January 31, 2010.
Article 5:All laws in conflict with this bill will be declared null and void.

A Bill to Legalize Prostitution in the Commonwealth of Virginia.


BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:
Section 1. The government of the Commonwealth of Virginia will legalize prostitution in Virginia and hereby allow it to be a profession complying with public health standards.
Section 2. Prostitution will be a legal profession in Virginia. Prostitutes will be self- employed and required to pay taxes. Prostitutes will be required to undergo regular medical examinations and obtain health certifications.
Section 3. The Virginia Department of Health and Human Services, along with the Virginia Department of Taxation, will oversee the enforcement of this bill.
SECTION 4. This bill shall be implemented on January 1st, 2012.
Section 5. All laws in conflict with this legislation are hereby declared null and void.

Bill to Endorse Stem Cell Research
Article I: The United States federal government hereby funds the National Institutes of Health with 168 million dollars to promote research in isolation, derivation, production, and testing of stem cells that are capable of producing all or almost all of the cell types of the developing body.

Article II: Stem cell is defined as extracting human cells that are characterized by the ability to renew themselves through mitotic cell division and differentiating into a diverse range of specialized cell types. Stem cell research is study that is aimed to lead to treatments to various permanent diseases including bone loss, brain damage, severe burns, cancer, diabetes, heart disease, incomplete bladder control, leukemia, muscular dystrophy, spinal cord injuries, and stroke.

Article III: This bill shall be over seen by the Department of Health and Human Services
Article IV: This bill shall be implemented immediately upon passage.
Article V: All laws in conflict are hereby declared null and void.

Be it enacted by the Student Congress here assembled that:

Section 1: Congress overturns the executive order of March 2009 allowing embryonic stem cell research.

Section 2: The executive order issued in March 2009 by President Obama removed all limitations on embryonic and nonembryonic stem cell research.

Section 3: The enforcement of this bill will be overseen by the Department of Health.

Section 4: This bill will go into effect immediately upon its passage.

A bill to adjust unemployment benefits to
reduce the expenses of the federal government

Be it enacted by Student Congress here assembled that:

Section 1: State governments will establish agencies to give the unemployed work on state projects and when such agencies are in place federal unemployment benefits will be eliminated.

Section 2: State projects include, but are not limited to, public works projects, such as repairing roads, and custodial or clerical work in state hospitals, prisons, or government buildings

Sections 3: The enforcement of this bill will be overseen by the Department of Labor.

Section 4: This bill will go into effect immediately upon its passage.

The Sex Offender Reformation Act of 2010

Article 1: No person having committed a crime of sexual nature shall be put on a database or in any other way be treated different from a normal juvenile felon if they be under the age of 18 when they commit their crime. Any person who has already been convicted of such an offence as a juvenile is also to be from now on treated as a normal felon and their name erased from any existing databases.
Article 2: A crime of sexual nature is a crime when a person would normally be placed on a database for having committed a crime such as rape, sexual assault and other crimes of the same nature.
Article 3: This piece of legislation is to be overseen and enacted by the Virginian Court system.
Article 4: This piece of legislation is to be implemented immediately upon passage.

A Bill to Increase the Regulation of Toy Imports That Enter the United States to Enhance and Insure the Safety of These Toys


BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:
SECTION 1. All imports of toys that enter the borders of the United States and are designed for sales to the public, including everything that can be deemed a toy from the newborn to teenage age groups. Zero to nineteen years old.
SECTION 2. A toy is defined as anything that children play with defined by Merriam Webster’s dictionary.
SECTION 3. This piece of legislation will be implemented by U.S. Consumer Product Safety Commission.
SECTION 4. The bill will go into effect a month after the bill is passed in order for the department to prepare.
SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:

SECTION 1: In Virginia, prostitution shall be legal between two consenting adults, where the prostitute has a license and good standing with the state of Virginia, who have attained the age of 21, regardless of gender, and are performing sexual acts that are legal in Virginia and not in the presence of minors.
SECTION 2: In Virginia prostitution is defined as A) any person who, for money or its equivalent, fornication or any other act of sexual intercourse and B) Any person who offers money or its equivalent for aforementioned actions. In places that have prostitution licenses, prostitution shall be legal. Unlicensed prostitution will be punishable by law. Prostitutes must be at least at the age of 21 and must forgo a series of health screenings before being hired and submit to monthly health checkups after being hired. There will also be enforced use of contraceptives including condoms and prostitutes choice of legal birth control medication or device. To purchase a prostitute, one must also have attained the age of 21.
SECTION 3: Local law enforcement agencies will be given the responsibility of enforcing legal prostitution laws and to eliminate unlicensed and/or illegal prostitution. To attain a license, an establishment must pass Virginia state health inspections, controlled by the Virginia Department of Health, and pay a fee of $2000 and an additional $200 for each prostitute operating in the establishment. For a prostitute to attain a license, she must pass the aforementioned health screenings and be in good standing with the state of Virginia. Perpetrators who are caught prostituting without a license will be subject to the current penalties for prostitution.
SECTION 4: The policies previously stated will be implied on January 1st, 2010.
SECTION 5: As of January 1st, 2010 all other Virginia State Laws that are in conflict with this new policy shall hereby be null and void.

Title: A Reaffirmation of the Don’t Ask Don’t Tell Military Policy

Whereas: Homosexuals in the military are disrupting unit cohesion by undermining nonsexual bonding essential to working toward a common goal; and,

Whereas: the love that homosexuals have for other homosexuals, Eros, undercuts the discipline and moral developed by the concept of Filia and promotes sexual competition; and,

Whereas: Relationship fallout and jealousy among homosexual military personnel can lead to lethal consequences in combat especially when relationships in the military are frowned upon in the first place.

LET IT BE RESOLVED THAT:

Section 1: The current legislation Don’t Ask Don’t Tell must be upheld.
Section 2: For the purposes of this resolution a homosexual is a person openly having a sexual orientation to persons of the same sex.

Article I: The United States Federal Government hereby repeals the “Don’t Ask, Don’t Tell” military policy currently in place, and will replace it with The Military Readiness Enhancement Act.

Article II: The “Don’t Ask, Don’t Tell” policy mandates the discharge of openly gay, lesbian, or bisexual service members. The Military Readiness Enhancement Act will prohibit discrimination based upon sexual orientation in the military. It will allow gay, lesbian, and bisexual men and women to serve openly without fear of being discharged if their sexual orientation is discovered.

The Article III: This piece of legislation will be carried out by United States Department of Defense.

Article IV: This piece of legislation is to be enacted immediately upon passage.

Article V: All laws in conflict with this piece of legislation are hereby declared null and void.

SECTION 3. This bill will be enforced by Executive Branch of the United States.

SECTION 2. Welfare handouts can include money given in the form of housing subsidies, food stamps or actual money. The elderly is anyone over the age of 65. The handicapped include anyone with a serious enough physical or mental disability.

A BILL TO REGULATE TOY IMPORTS INTO THE UNITED STATES TO MAINTAIN THE SAFETY OF CUSTOMERS

BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:
SECTION 1. Toy imports coming to the U.S. will be regulated more efficiently to prevent unwanted chemicals/materials in toys from entering the country.
SECTION 2. Unwanted chemicals/materials in toys are those that are considered harmful to consumers.
SECTION 3. The National Bureau of Quality Inspection will enforce the bill with inspections, supervisions, and recalls. The bureau will order a recall of any defective or potential dangerous toys entering the U.S. Any company that does not recall such toys will be subject to a fine equal to the price that the U.S. paid for the toys.
SECTION 4. The bill will be put into effect by the end of 2010.
SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

Gain Scientific Knowledge Used to Cure Serious Diseases

SECTION 1. $100,000,000 worth of federal funding will be put towards the research of both embryonic and adult stem cells. The scientific knowledge obtained by this research will provide the information needed to bring about medical breakthroughs in the cure of serious diseases including limb amputations, neurological disorders, spinal cord injuries, cancer, heart disease, burns, and diabetes.
SECTION 2. Embryonic stem cells are cells derived from embryos, most of which have been created by in vitro fertilization, and have the capability to form all specialized cells which eventually form tissues and organs. Adult stem cells are undifferentiated cells found in tissues and organs that can yield some or all of the major cell types of a tissue or organ.
SECTION 3. This bill will be overseen by the National Institutes of Health (NIH).
SECTION 4. This bill will be implemented as of February 1, 2010.

Resolution to Start an International Committee to Stop Sex Trafficking


Whereas, four million children, women, and men are trafficked worldwide each year; and

Whereas, 17,5000 women and children are trafficked in the United States alone each year; and

Whereas, these sex trafficking practices are continuing to grow at an alarming rate and shows significant signs of increasing even more rapidly in the coming years; and

Whereas, if we do not take action immediately these practices will grow too large for effective government interference and will not be able to be stopped; now, therefore, be it

Resolved by the Student Congress here assembled take actions necessary to establish an international committee to stop sex trafficking,

Therefore all willing countries will able to participate in the global effort to stop this barbaric practice.

A Bill to Eradicate the Don’t Ask Don’t Tell Policy to
Prevent Discrimination in the Military against Homosexuals


BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:
SECTION 1. The Don’t Ask Don’t Tell policy will be abolished so that homosexuals aren’t discharged for being openly gay, lesbian, or bisexual.
SECTION 2. The Don’t Ask Don’t Tell Policy was issued in 1993 as a compromise between Congress and then president, Bill Clinton. It states that sexual orientation will not be a bar to service unless manifested by homosexual conduct. The military will discharge members who engage in homosexual conduct, which is defined as a homosexual act, a statement that the member is homosexual or bisexual, or a marriage or attempted marriage to someone of the same gender.
SECTION 3. The Department of Defense will oversee the enforcement of this piece of legislation.
SECTION 4. This bill will implemented immediately after passing by Congress.
SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

A Resolution Create a Research Panel to Assess the Benefits of All Types of Stem-Cells

WHEREAS, President Obama recently lifted the ban on stem-cell research and controversy continues to surround stem-cell research; and

WHEREAS, The benefits and risks of all types of stem-cells have long been misrepresented or falsely reported; and

WHEREAS, The result of this misrepresentation has created a substantial divide in both political and scientific communities; and

WHEREAS, An objective review would determine both the possible uses of stem-cells and the harm that could be caused to or by the cells; therefore, be it

RESOLVED, That the Student Congress here assembled establish a research panel to assess the risks and benefits of each type of stem-cell and publish a detailed report that states the conclusions of the panel; and be it

FURTHER RESOLVED, That this panel will be comprised of leading scientific and medical researchers from the United States, as well as abroad.

A Bill to Legalize Dens of Iniquity

BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:

SECTION 1. Prostitution Brothels will be legal in the State of Virginia.

SECTION 2. A Prostitute is defined as one who offers sexual services in return for money. Prostitution will only be legalized within the brothels: not on the streets, curbs, etc. Each brothel must be constructed in a discrete location away from any family ordained public area. Brothels must also mandate there employees to be regularly tested, require their cliental to use protection, rooms must be cleaned after each and every use, as well as keep an updated profile on each employee. Employees are not allowed to live at the brothel, must work in shifts, must be at least at the age of 18 years or older to work, and are required to use aliases while working. The brothels will not have any sort of Pimp on the premises but a security officer will be required at all hours of operation. Payment must be done in cash, wire transfer, or a cashier’s check. There will be a tax on anyone who pays for or collects money for the services of a prostitute. That tax will go towards supporting a different institution after every two years.

SECTION 3. The Virginian Health Department, the Department of Taxation and also the Department of Labor and Industry will oversee this piece of legalization. Failure to comply would result in with each of the designated departments to pay each individual prostitute $50,000 dollars in cash.

SECTION 4. The doors will be open for sexual services on January 1st 2012. Giving ample time for the brothels to be constructed.

SECTION 5. All other laws in conflict with this new policy shall hereby be declared null and void.

BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:
SECTION 1. The Commonwealth of Virginia will legalize prostitution in organized brothels that will be regulated to conduct regular health checks in order to help prevent the spread of sexually transmitted infections.
SECTION 2. Prostitution is defined as the act or practice of engaging in sexual activity for money or its equivalent. A sexually transmitted infection may be defined as an infection that can be transferred from one person to another through sexual contact.
SECTION 3. The Virginia Department of Health will oversee the enforcement of this legislation by implementing required monthly health checks to all those employed by brothels.
A. Individual brothels will be given the option of testing customers for sexually transmitted infections prior to service .
SECTION 4. The legislation will be implemented by the end of the year 2012.
SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

The Fun for Roads Bill

Article 1: The Commonwealth of Virginia legalizes prostitution and the sale of marijuana, and will use the money gained from taxation of these products for the improvement of Virginia’s roads.

Article 2: Prostitution is defined as the sale of sexual intercourse for money. Marijuana is defined as any preparation of the cannabis plant that is used as a psychoactive drug. The legalized products will be limited to certain age groups, those of which will be determined at a later date.

Article 3: This bill will be implemented on January 1, 2011.

Article 4: This bill will be overseen by the Virginia Department of Health.

Article 5: All laws in conflict with this bill are hereby declared null and void.

A Bill To Allow Medicaid Funds To Be Applied To Abortions.


BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:
SECTION 1. Women receiving Medicaid benefits may use these Medicaid funds for abortions under any circumstances.
SECTION 2. An abortion is defined as the termination of a pregnancy complying with the guidelines set forth by Roe v Wade, the Partial-Birth Abortion Ban Act, and specific state laws regarding guidelines and procedures for abortions. Abortions include the abortion pill and in-clinic abortions.
SECTION 3. The United States Department of Health and Human Services will oversee the enforcement of this bill, aided by Centers for Medicare and Medicaid services.
SECTION 4. This bill will go into effect immediately following its passage.
SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

A Resolution to Increase Awareness about Sex Trafficking

Whereas: Sex trafficking is a modern-day type of slavery in which a commercial sex act is induced by force, fraud, or coercion.

Whereas: There is a great deal of underground sex trafficking, and the practices are continuing to grow at alarming rates throughout various countries.

Whereas: Sex traffickers use a number of common patterns for luring victims into situations of sex trafficking, and education can lead to prevention.

Therefore be it resolved by this Student Congress here assembled that the United States Federal Government works to increase education regarding the proliferation of sex trafficking to bring more awareness to the issue and to encourage governments to increase penalties against sex traffickers.

WHEREAS, President Obama recently lifted the ban on stem-cell research and controversy continues to surround stem-cell research; and
WHEREAS, the benefits and risks of all types of stem-cells have long been misrepresented or falsely reported; and
WHEREAS, the result of this misrepresentation has created a substantial divide in both political and scientific communities; and
WHEREAS, an objective review would determine both the possible uses of stem-cells and the harm that could be caused to or by the cells; therefore, be it
RESOLVED, that the Student Congress here assembled establish a research panel to assess the risks and benefits of each type of stem-cell and publish a detailed report that states the conclusions of the panel; and be it
FURTHER RESOLVED, that this panel will be comprised of leading scientific and medical researchers from the United States, as well as abroad.
