Proposal of United States Military Intervention in Syria
1. Be it enacted by the student congress assembled here that the United States shall intervene in the Syrian Civil War if this bill is affirmed by a vote.
2. Section 1-
i. May it be clarified that the Syrian Civil War was stared on March 15, 2011. The belligerents fighting in the war are the Free Syrian Army and the Syrian armed forces. Let it be noted that Terrorist Cells may be working within the Free Syrian Army.

ii. Many members of the UN condemn the actions of President Bashar al-Assad and ask that he step down from his position of leader of Syria. The UN has cited several acts of Human Rights violations such as the shelling of Rebel held cities. In the years leading up to the civil war there has been several instances of poor human rights in Syria. Women and ethnic minorities have experienced extreme discrimination.

iii. For US military intervention there must be full cooperation with the Free Syrian Army, The United States, and UN/NATO. Let it be made clear that further military action will depend on the peaceful or non peaceful step down of President al-Assad.

3. Section 2- To further clarify the factions mentioned in Section 1 Subsection i the Free Syrian Army was formed on July 29, 2011 by Colonel Riad al-Assad who defected from the Syrian Armed forces. The Syrian Armed forces are the soldiers who are still loyal to President Assad. There have been accounts of Jihadists working within the ranks of the Free Syrian Army. These accounts will be further investigated. For military intervention to successfully take place these Jihadist cells must be dealt with. A jihadist presence could not only harm US soldiers, but also harm the civilians in Syria. I will now list several human rights violations committed by the Syrian Loyalists. My source is www.un.org

v. Sexual violence
vi. Violations of children’s rights
vii. Pillaging and destruction of civilian object’s including hospitals and schools
If the Free Syrian Army wants US military assistance they must fully accept these terms
i. Any and all Jihadist activity mus stop within a three month time frame
ii. Any persons under the age of eighteen enlisted in combative activities must be discharged and returned to their homes
iii. If President Assad peacefully steps down he will be tried by an International Court. If he is sentenced to death the sentence will be carried out in Syria.
iv. The Free Syrian Army must accept a US presence in Syria to fully monitor the construction of a new government infrastructure and also to make sure that Jihadist do not take root in Syria. It will be taken with great care to assure the United States that an attack on like the one that occurred on September 11, 2012 in Libya does not occur again.

4. Section 3- If the Free Syrian Army refuses to root out all jihadist activity the United States will not intervene.
5. If all jihadist activity is stopped in Syrian within the three month time frame approximately thirty thousand soldiers will be deployed to Syria as an initial support force. Two carrier groups will be stationed in the Mediterranean Sea off the coast of Syria. Israel will be used as a staging ground for any bombing runs that may occur in the conflict.
6. Let it be noted that before the United States intervenes it will be asked that UN builds a coalition of nations to handle the Syrian crisis and the United States will head said Coalition.
7. The United States State Department will provide the funding for operations conducted in Syria.
8. Section 4-This bill will be enacted on January 13, 2013

A Bill to Require Photo Identification In Federal Elections
BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:
Section 1: Photo identification is required for all elections in which a federal office is on the ballot.
Section 2: Photo identification is defined as a government issued Id with a photograph of the individual listed on the identification. The identification can be a state or local government issued. Federal Elections are defined as any election for President, Senate, House of Representatives or any other office or referendum effecting the federal government.
Section 3: This bill will be overseen by the Justice Department. Any Secretary refusing to enforce the law will be removed with a 1/2 majority of Congress.
Section 4: This bill shall be enacted on November 6, 2012.
Section 5: All laws in conflict with this legislation are hereby declared null and void.

Be it enacted by Congress here today that:

Article 1: All Light Rail activities, production, extensions and further plans will cease and desist and furthermore demolish all Light Rail Systems in the state of Virginia.

Article 2: We are going to completely end all Light Rail activities, and all tracks shall be pulled up and the materials recycled in favor of using traditional public transportation.

Article 3: This law will be overseen by the Governor and Virginia Department of Rail and Public Transportation.

Article 4: This law will go into effect April 1, 2013.

Article 5: All laws in conflict with this legislation are hereby null and void.

A BILL TO ASSIST SYRIA
BE IT ENACTED BY THIS CONGRESS HERE ASSEMBLED:

ARTICLE I: The United States Federal Government shall bomb the cities of Aleppo and Damascus in Syria to assist in the removal of the Syrian president and his army.

ARTICLE II: A team of jet fighters shall be sent, loaded with several non-nuclear bombs. They shall be dropped on the cities of Aleppo and Damascus.

ARTICLE III: This bill shall be managed by the Department of Defense.

ARTICLE IV: This bill shall be enacted within 30 days of its passage.

ARTICLE V: All articles in conflict with this bill shall hereby be declared null and void.

A Bill to Deny Light Rail Expansion in Tidewater
Be it enacted by the student congress assemble here today that the light rail system currently in place in Norfolk Virginia shall not extend to any other area of Tidewater if affirmed by a vote.
Section 1- The light rail system in Norfolk cost $318 million to build and approximately $6.2 million to operate a year. Spending this kind of money when Tidewater has an already stable form of transportation would be ridiculous.
Section 2- According to gohrt.com the HRT bus system saw 108,294 passengers during the month of October compared to the 14,465 passengers the Tide had.
Section 3- The money used to build and operate a light rail system could better be used to rebuild the roads of Hampton Roads.
Section 4- Funding for any future projects for the light rail or any transportation programs will be overseen by Hampton Roads Transit system.
Section 5- This bill shall be enacted on November 15, 2012
Section 6- All laws in conflict with the legislation are hereby declared null and void

A Bill to Impose a Tariff on Foreign Goods
Be it enacted by this Student Congress that any items bought by the United States Government should originate from the United States itself.

Article I: By setting a thirty eight percent tariff on imported goods from foreign countries, American Citizens will be compelled to buy more goods made in America, and less from elsewhere. This will boost the American economy and increase the supply of jobs in the U.S.
Article II: Trade imbalance is either a surplus or deficit in trade, in our case it is a deficit. Likewise a deficit is defined as ‘when public spending surpasses Government revenue’. It is our goal to reach equilibrium in trade.
Article III: This shall be overseen by the United States Trade and Development Agency and The Department of the Treasury.
Article IV: This bill shall go into effect within six months of passage.
Article V: All laws in conflict with this bill are hereby declared null and void.

A Resolution to Increase American Involvement in Syria

WHEREAS, it is imperative for Syria to achieve a stable and peaceful state of government

WHEREAS, the continuing of civil war in Syria could lead to a power vacuum in the Middle East

WHEREAS, over 32,000 deaths have died at the hands of the Assad regime

WHEREAS, support for the revolutionaries against the Assad regime would prove detrimental to Iranian and Russian international prestige

RESOLVED, by the Congress here assembled that the United States government increase its involvement in Syria in order to stabilize the war-torn nation.

A BILL TO CONTROL ASEAN AND CHINA’S TRAVEL IN THE SOUTH CHINA SEA

ARTICLE I: If China continues to expand the fleets of fishing vessels and paramilitary patrol boats in disputed waters in the South China Sea, then the United States will determine boundaries for China and ASEAN’s travel in the South China Sea.

ARTICLE II: ASEAN is the Association of Southeast Asian Nations, which includes the countries of Cambodia, Indonesia, Malaysia, Myanmar, the Philippines, Singapore, Thailand, and Viet Nam. For decades, ASEAN and China have been disputing over the South China Sea. If the disputes escalate, than war is likely to occur.

ARTICLE III: The state department will be in charge of delegating the boundaries with ASEAN and China.

ARTICLE IV: This bill shall be implemented within three months after the bills are passed.

ARTICLE V: All articles in conflict with this bill are hereby declared null and void.

A Resolution to Give Rights to Unauthorized Students by the
DREAM ACT with an Additional Amendment


WHEREAS, Many unauthorized students in State Education Institutions are denied the rights to scholarships, in state college tuition prices, and financial aid in schools; and
WHEREAS, most of these unauthorized students did not choose to come to America, but came as a result of their parents chooses, and this deprives them of the necessary education for a job of their choosing; and
WHEREAS, this causes the undocumented students to be jobless, homeless, and/or in debt; and
WHEREAS, unauthorized students can also not be hired legally in many jobs because of not having papers; now, therefore, be it
RESOLVED, That the Student Congress here assembled make the following recommendation that the DREAM ACT be implemented on July 3rd 2014

A RESOLUTION TO END THE UNITED STATES
INVOLVEMENT IN SYRIA

1 Whereas, the United States is currently supplying the Free Syrian Army with
2 military and financial aid; and,
3 Whereas, Free Syrian Army goes against much of what the United States
4 and its Constitution stands for; and,
5 Whereas, being involved in the Syrian Uprising causes much controversy
6 because of the Opposition’s ties to terrorist organizations, such as Al Qaeda;
7 and,
8 Whereas, the Syrian government has not done anything to cause the United
9 States to have a justifiable cause to support the Free Syrian Army; and,
10 Whereas, if we were to enter this Civil War then this would be our fourth
11 war in the last twelve years; and,
12 Whereas, the cost of United States’s war since 2001 is over one trillion dollars
13 and an additional war would cause the national debt to skyrocket even further;
14 and,
15 Whereas, it is not of vital interest of the American people to be ; therefore,
16 BE IT RESOLVED BY STUDENT CONGRESS HERE ASSEMBLED
17 THAT the United States of America withdraws from involvement in Syria and
18 becomes neutral over the situation because it is not beneficial or in our best
19 interest to become involved in this war.

A Resolution to Vote Yes on Expansion of "The Tide" Light Rail
1 Whereas the citizens of the tidewater region are in need of a prompt and reliable option
2 of travel.
3 Whereas there are still many citizens that cannot reach jobs and work with a reliable
4 transportation system due to the Tide's small range of current stops.
5 Whereas light rail is worth it's cost and is safer for the environment than
6 it's alternatives.
7 Whereas light rail is more reliable and efficient than it's alternatives.
8 Whereas this option should become available to riders as soon as possible.
9 Whereas expansion of light rail would provide more destinations and increase ridership.
10 Whereas an increase in ridership would bring in more funds to pay for changes made to
11 the current Tide system.
12 BE IT RESOLVED that voters weigh the benefits of expansion of "The Tide" and for those
13 reasons vote yes to expand it.

Undocumented Bill
Article I
To solve the problem of undocumented students in Virginia state education institutions I propose we obligate all parents/students to turn in a copy of a verified legal document proving that there are legal residents each new school year.

Article II
Undocumented students are students who are present in the United States illegally, with or without their parents or caregivers.

Article III
This would all happen in VA department of Education.

Article IV
It should be put into action on April 1st of 2013

Article V
All laws in conflict with this bill are hereby void and nullified.

A BILL TO Require Mandatory Government Issued ID’s for all Elections
ARTICLE I: In all elections of Federal Public Offices, United States Citizens eligible to vote will be required to hold either A Valid State Driver’s license or an official Government Identification Voter Cards.
ARTICLE II: Government Identification Voter Cards will be provided free of service to all voters in the United States who do not hold a valid state driver’s license. Citizens will be required to apply for the Voter ID Cards at their state’s department of motor vehicles.
ARTICLE III: Issuing of Voter ID Cards will be handled by each state’s Departments of Motor Vehicles and overseen by the Elections Assistance Commission who shall prvide minimum standards and requirements for all Voter ID Cards.

ARTICLE IV: This Law shall go into effect on April 1st 2013 and will be first utilized in the mid-term elections of 2014.
ARTICLE V: All articles in conflict with this bill are hereby declared null and void.
