A resolution to urge ending the U.S. embargo on Cuba and to reopen diplomatic channels between the United States and Cuba

WHEREAS, President John F. Kennedy ordered a trade embargo on Cuba in 1960; and
WHEREAS, The embargo failed in its purpose to cripple Cuba’s communist regime and promote democracy; and
WHEREAS, Continuing the embargo is inconsistent with other U.S. policies regarding communist nations; and
WHEREAS, Cuban citizens are being negatively impacted, rather than helped by the embargo; now, therefore, be it
RESOLVED, By this Congress that the current embargo on Cuba be terminated and that the U.S. engage in diplomatic relations with Cuba.

A bill to lift the Cuban Embargo
BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:
Section 1: The United States of America will declare the terms of the Cuban Embargo null and void.
Section 2: Cuban Embargo: The United States embargo against Cuba is a commercial, economic, and financial embargo partially imposed on Cuba in October 1960.
Embargo: An embargo is the partial or complete prohibition of commerce and trade with a particular country.
Section 3: The Executive Branch of the United States will lift the Cuban Embargo and declare the terms of it null and void.
A. The President of the United States will sign this bill or the Congress will override his veto
B. All current restrictions will be lifted
Section 4: This bill will be implemented on November 25, 2013 at 12:00 A.M.
Section 5: All laws in conflict with this bill are declared null and void.

Democratic Disaster Aversion Act (DDAA)

Article I: The United States Government shall set a monetary limit for individual donations for presidential and all other elections.

Article II: Every four years congress will establish a specific monetary limit for individuals to donate to candidate’s campaigns.

Article III: The government agency that will oversee the enforcement of this act will be the Federal Election Commission(FEC).

Article IV: All other laws in conflict with this bill are hereby declared null and void.

Article V: This Bill shall go into effect upon the conclusion of the 2016 presidential election.

A Resolution to End the US-Cuban Trade Embargo

WHEREAS, the Cuban embargo has failed to achieve its intended goal within the last 51 years; and
WHEREAS, the Cuban embargo hurts the Cuban people more than it does the government; and
WHEREAS, the US currently trades with other countries that it opposes; therefore, be it

A resolution allow gambling as a source of revenue in Virginia

Whereas, there is considerable profit in the industry today; and,

Whereas, there are no legitimate legal reasons against gambling; and,

Whereas, it could promote tourism; therefore,

Be it resolved by Student Congress assembled that Virginia legalize gambling as a source of revenue.

A resolution to amend current Virginian laws concerning gambling

Whereas, the correlation that opening a casino in an area will increase the influx of crime is untrue; and

Whereas, the Commonwealth of Virginia has made many exceptions to its gambling laws; and

Whereas, the people of Virginia should have the freedom to game; therefore,

BE IT RESOLVED BY STUDENT CONGRESS HERE ASSEMBLED THAT the current laws in Virginia concerning gambling should be amended.

A bill implementing a policy regarding international espionage

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:
Section 1. The United States government will not engage in espionage when unprovoked.
Section 2. The government can engage in espionage only when the other country, person, or party is posing a definite threat.
Section 3. All previously collected data (that conflicts with this bill) should be terminated upon the passage of this bill.
Section 4. This bill will take immediate affect upon passage.
Section 5. All laws in conflict are herby declared null and void.

A Bill to LIFT THE CUBAN EMBARGO

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:
SECTION 1. The Cuban Embargo should be lifted
SECTION 2. Embargo as defined as a legal prohibition on commerce between two sovereign states
SECTION 3. This will be overseen by the State Department
SECTION 4. This bill is January 1st 2014
SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

A Bill to Abolish the Production of the Penny
BE IT ENACTED BY CONGRESS THAT:


SECTION 1. Let the production or minting of the penny be abolished, and may the minting of any future penny equivalent be prohibited.
SECTION 2. Let the minting of the penny be abolished in all Federal Minting Facilities including those in Philadelphia, Denver, and West Point. In addition, may the creation, production, or minting of any single cent equivalent to the penny be prohibited in the aforementioned Federal Minting Facilities.
SECTION 3. A. Let the Department of the Treasury be responsible for enforcing this bill.
B. The Department of the Treasury will prohibit any penny or penny equivalent to be produced in Federal Mint Facilities. Machinery related to penny production will be either repurposed or removed from the aforementioned facilities. Pre-existing pennies will remain in circulation, yet pennies in federal possession will be melted and prohibited from being entered into circulation.
SECTION 4. This law will take effect within two months of passage.
SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

A BILL TO ESTABLISH THE DEMOCRATIC INITIATIVE TO EGYPT ACT


BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:
SECTION 1. The United States’ Foreign Relations Committee should increase its efforts to assist in the establishment of democracy in Egypt.
SECTION 2. The United States’ Foreign Relations Committee is defined as a standing committee of the United States Senate charged with leading foreign policy legislation and debate in the Senate.
SECTION 3. This shall be overseen by the United States’ Foreign Relations Committee.
SECTION 4. This bill shall go into effect within two months of its passage.

Whereas, the price it costs for the U.S. mint to produce a penny exceeds it's face value.

Whereas, many vending machines and toll booths do not accept pennies.

Whereas, the act of smelting and mining Zinc, the metal used in pennies, is hazardous to the environment.

Whereas, rounding to the nearest nickel due to the abolishment of the penny would barely affect item prices.

Whereas, the penny has lost it's sentimental value as the decades have gone on.

Whereas, the U.S. loses about $900 milliona year on the handling and production of pennies.

A BILL TO CONTINUE THE PRODUCTION OF THE PENNY
ARTICLE I: In order to continue the production of the penny, it will be made out of different material so the manufacture/value ratio will decrease.
ARTICLE II: The United States Mint wants to discontinue the production of the penny because the price to produce the coin has exceeded the actual value of the penny. The material that was used to make the dime before 1965 was replaced and the size was altered. The same should happen to the penny so it’s production can continue.
ARTICLE III: This shall be overseen by the United States Mint and the Senate Banking, Housing and Urban Affairs Committee.
ARTICLE IV: This bill shall go into effect within 6 months of passage.
ARTICLE V: All laws in conflict with this bill are hereby declared null and void.

A Bill to Reform Campaign Financing
Be it enacted by the Congress here assembled that:

ARTICLE I: Campaign financing shall be reformed to put a limit on how much money can be spent by candidate on an election campaign for political office.

ARTICLE II: Campaign financing refers to the amount of money from donations that are received and spent during an election cycle. Political office refers to any government office that is obtained by an election. The limit will be put at $3,000,000 per election campaign.

ARTICLE III: This shall be overseen by the Federal Election Commission.

ARTICLE IV: This legislation should go into effect at the beginning of the next election cycle.

ARTICLE V: All articles in conflict with this bill are hereby declared null and void.

A BILL TO BAN THE PURCHASE, PRODUCTION, AND USE OF RIFLES
BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:
ARTICLE I: The United States Federal Government will ban the purchase, production, and use of all assault rifles.
ARTICLE II: An assault rifle is defined as a military rifle capable of both automatic and semiautomatic fire, utilizing an intermediate-power cartidge.
ARTICLE III: This legislation will be overseen by the United States Department of Justice.
ARTICLE IV: This legislation shall go into effect within January 4, 2014
ARTICLE V: All articles in conflict with this bill are hereby declared null and void.

A BILL TO REFORM CERTAIN GUN LAWS

ARTICLE 1: This bill will reform Gun laws so that semi-automatic weapons such as pistols, shotguns, and single shot rifles will be allowed to the public.
ARTICLE 2: To clarify, a “Reform” is something that changes for the better.
ARTICLE 3: This legislation will be overseen by the Department of Alcohol, Firearms and Tobacco
ARTICLE 4: This legislation will take place on January 1, 2014 following its passage.

Gun Laws Resolution

Whereas, the continuation of the gun laws regarding the prevention of guns in the house should be made stricter.

Whereas, to prevent a higher increase in domestic violence, Gun laws should be made stricter.

Whereas, the strengthening of the Gun Laws would result in a decrease in crimes.

Whereas, if the Gun Laws are made stricter, than a decrease in suicides will be the result.

Whereas, the stricter the Gun Laws are made, the more of a decrease in fatalities will be the result.

Therefore, be it resolved by the Student Congress here assembled that all bills and legislation regarding Domestic Gun Laws be made stricter in the Commonwealth of Virginia.
