A resolution to urge the continued funding and passage of the Affordable Care Act
WHEREAS, The Affordable Care Act was mandated by President Barack Obama, requiring that all citizens have health insurance; and
WHEREAS, Millions of American citizens would stand to lose health insurance at the repeal or defunding of the Affordable Care Act; and
WHEREAS, The greatest burden of paying for health insurance falls on the middle and lower classes of society with the repeal or defunding of the Affordable Care Act; and
WHEREAS, Middle-class Americans would lose several thousand dollars worth of tax credits each year as a result of repealing or defunding the Affordable Care Act; now, therefore, be it
RESOLVED, By this Congress that the Affordable Care Act not be repealed or defunded, that its provisions be carried on their preordained dates, and that it be renewed January of 2015.

Off-shore Drilling Resolution
• Whereas an off-shore drilling platform in the Commonwealth of Virginia should be denied.
• Whereas an off-shore drilling platform will cost millions of dollars in taxpayer’s money to establish.
• Whereas an off shore drilling platform will disrupt the natural way of life in the neighboring ocean ecosystem and climate.
• Whereas an off-shore drilling platform will cause its workers to be at risk by developing fatal health problems.
• Whereas off-shore drilling causes problems for Virginia’s economy by disrupting the fishing industry and tourism industry.
• Therefore be it resolved by this student congress here assembled that all bills and legislations regarding the establishment of an off-shore drilling platform be vetoed and denied in the Commonwealth of Virginia.

Whereas, Tolls create revenue used for new state projects that have been put off due to lack of money in the budgets.
Whereas, said projects create jobs.
Whereas, the jobs created will help stimulate the economy.
Whereas, public venues can be improved through revenue from tolls as well.
Therefore, be it enacted by this congress here assembled, that all legislation regarding the implication of tolls in Virginia be affirmed.

A BILL TO OFFICIALLY SUPPORT ISRAEL IN IRANIAN RELATIONS
BE IT ENACTED BY THIS CONGRESS HERE ASSEMBLED:
ARTICLE I: The United States Federal Government will support Israel in any endeavor to work
towards nonproliferation in Iran, financially or militarily.
ARTICLE II:
i. Nonproliferation is defined as stopping the act of creating and manufacturing
nuclear weapons. This does not include the research into nuclear power and other
peaceful purposes as defined by Article IV of the Nuclear Nonproliferation Treaty.
ii. Financially or militarily is defined as providing funding or military assistance for
any projects toward the cause of nonproliferation in Iran.
ARTICLE III: This legislation shall be overseen by the United States Department of State.
ARTICLE IV: This legislation shall go into effect in 30 days following its passage.
ARTICLE V: All laws in conflict with this bill are hereby declared null and void.

A BILL TO ENACT A BAN ON OFF SHORE DRILLING ON THE VIRGINIA COAST
BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:
ARTICLE I. Allowing off-shore drilling in Virginia could detriment the Chesapeake
Bay and Atlantic Ocean on the coast of Virginia thusly harming Virginias
economy.
ARTICLE II. Virginia economy relies heavily on tourism, naval military, and fishing.
Off- shore drilling poses a threat to all three of these income sources. The
detriment to any of them will cause significant job loss among Virginia
citizens. It is essential to prevent off-shore drilling in Virginia because the
environmental and economic damage is potentially gruesome.
ARTICLE III. This shall be overseen by the Virginia Department of Environmental
Quality.
ARTICLE IV. This bill shall go into effect within six months of passage.
ARTICLE V. All articles in conflict with this bill are hereby declared null and void.

ARTICE I: Tolls for Virginia tunnels shall not be placed nor enforced throughout the state of Virginia.
ARTICLE II: A toll is a fixed charge or tax for a privilege especially for passage across a bridge or along a road. The cost for installing and road running of the tunnel tolls would paid for by a federal loan.
ARTICLE III: This bill shall be overseen by the Virginia Department of transportation (VDOT).
ARTICLE IV: This bill shall go in effect in six months of its passing.
ARTICLE V: All laws in conflict with this bill are hereby declared null and void.

A BILL TO CONTINUE THE SEQUESTRATION
ARTICLE I: The Federal Government shall keep the possibility of sequester.
ARTICLE II: Sequestration is defined as harmful automatic budget cuts. The federal government shall keep the automatic budget cuts but instead of the cuts being across the board, they will be in certain sections with a higher cut to each selected section.
ARTICLE III: The Office of Management and Budget shall oversee this legislation.
ARTICLE IV: This bill shall go into effect within six months of passage.
ARTICLE V: All articles in conflict with this bill are hereby declared null and void.

A BILL TO POSTPONE THE AFFORDABLE CARE ACT
ARTICLE I: The implementation of the Affordable Care Act will be postponed until the federal budget is balanced.
ARTICLE II: The Affordable Care Act is a federal health care program and mandate passed in 2010. Balancing the federal budget is defined as reducing the deficit to be 1% or less of the GDP.
ARTICLE III: The Congressional Budget Office will be responsible for monitoring and facilitating this process.
ARTICLE IV: This legislation must be passed by December 31, 2013 and bill will be effective immediately upon passage.
ARTICLE V: All articles in conflict with this bill are hereby declared null and void.

A Bill to Prevent the Dumping of Drill Cuttings in the Chesapeake Bay
BE IT ENACTED BY CONGRESS THAT:


SECTION 1. Let the intentional dumping of any quantity of drill cuttings be illegal on any drilling platform built in the waters of the Chesapeake Bay.
SECTION 2. Let the dumping of drill cuttings be illegal in the waters of the Chesapeake Bay, in by which the extent of this policy will encompass the Chesapeake Bay, any of its connected tributaries, as well as any portion of the Atlantic Ocean that is within 10 miles of Cape Henry.
SECTION 3. A. Let the Bureau of Safety and Environmental Enforcement (BSEE) be responsible for the enforcement of this bill.
B. It is required that Drilling Companies and their platforms are inspected for compliance and that records of drill cutting transport are held , and in turn are responsible in part with the government for funding the proper disposal and processing of the aforementioned drill cuttings.
SECTION 4. This law will take effect within six months of passage.
SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

A bill to prevent the U.S from intervening with military action in Syria.
Be it enacted that by the Congress here assembled that:
Section 1: The U.S should not use military action except the supplying of food and medical aid in supporting the rebel forces against the Assad regime.
Section 2: Military Action: A military engagement
Aid: The use of government funding humanitarian missions.
Assad: The president of Syria who is currently ruling the Syrian government since 2000
Rebel Forces: People who are opposing the Syrian government
Section 3: The Executive Branch will prevent any military action from the U.S following the procedures below:
A: Have a signature from the president or the overruling vote in the Congress.
B: Stop all the bills in progress to intervene in the Syrian war with military action.
C. All military action except medical aid and food supplies from the U.S will be stopped on the implementation date.
Section 4: This bill will be implemented on the 1st of January 2014 12:00 A.M.
Section 5: All laws in conflict with this legislation are hereby declared null and void.

A resolution to prevent the U.S from intervening with military action in Syria
Whereas: The U.S is planning to intervene in the Syrian Civil War using military force and
Whereas: By doing this we will be supporting Anti-American terrorists and create hate between us and other middle countries like Iran.
Whereas: The supporting of an Anti-American would increase tension between the other side that is also Anti-American. Instead of spending money on military material, it is cost effective to fund humanitarian aid.
Resolved: That the Congress here assembled make the following recommendation for a solution and be it that U.S does not intervene in Syria using military force.

A resolution against a future raising of the debt ceiling

Whereas, the United States government has been and is currently involved in the questionable practice of excessive spending; and
Whereas, the debt ceiling is exponentially exceeding the ability to be paid off; and
Whereas, the increasing debt causes an overall vulnerability to this nation; therefore
BE IT RESOLVED BY STUDENT CONGRESS HERE ASSEMBLED THAT:
Cuts to miscellaneous spending will be made based on necessity before the debt ceiling will be raised.

A Resolution to Allow Offshore drilling off the coast of Virginia

1. Whereas, Virginia and other states wish to drill
2. offshore to lower oil prices and improve the economy; and

4. Whereas, oil drilling is already supported by some Virginian government officials; and

6. Whereas, oil rigs are a safe source of oil and a viable source
7. on energy; therefore

10. Oil drilling shall be encouraged off the coast of Virginia.

A BILL TO INCREASE TUNNEL TOLLS ON THE CHESAPEAKE BAY BRIDGE TUNNEL
ARTICLE 1: The Virginia State Government will support the increase of toll costs at the Chesapeake Bay Bridge tunnel.
ARTICLE 2: To clarify, a toll is a payment or fee exacted by the state, the local authorities. The only thing that will change is the cost and amount you must spend at a toll.
ARTICLE 3: This legislation shall be overseen by the Chesapeake Bay Bridge Tunnel Commission.
ARTICLE 4: This legislation will take place on January 1, 2014 following its passage.
ARTICLE 5: All articles in conflict with this bill are hereby declared null and void.

A BILL TO IMPROVE THE HUMANITARIAN CRISIS IN SYRIA
ARTICLE I: Send the Red Cross to Syria to relieve the humanitarian crisis growing therein.

ARTICLE II: In accordance with the Red Cross Congressional Charter, the Federal Government will provide 50 million dollars out of the 2024 Federal Emergency Management Agency (FEMA) budget to the Red Cross and coordinate with the U.S. military to protect relief workers. The Red Cross Congressional Charter provides that they will fulfill the provisions of the Geneva Conventions and serve the responsibilities as delegated by the federal government.

ARTICLE III: The Red Cross and the Department of Defense (DoD) will coordinate to provide relief work and protect Red Cross workers.

ARTICLE IV: 30 days of relief work on the ground.

ARTICLE V: All articles in conflict with this bill are hereby declared null and void.

A BILL TO INCREASE THE AMOUNT OF WIND TURBINES NATIONWIDE

ARTICLE I: Production and placement of wind turbines shall be increased on a national level as
part of an effort to reduce the United State’s environmental impact.

ARTICLE II: A wind turbine is defined as a wind driven turbine used for generating electricity. Placement of these said turbines has the ability to significantly reduce the use of fossil fuels as well as the overall cost of the United State’s energy.

ARTICLE III: This placement of wind turbines shall be overseen by the United States Department of Energy. They will first begin a conductive study to decide the placement of the turbines. Each “wind farm” will have one cluster of approximately 25-50 wind turbines. Depending on the results of the study, 3-5 wind farms shall be placed in selected areas around the United States. All wind turbines that are placed down will most likely be put in rural areas with minimal environmental impact. Each wind turbine will cost approximately $3.5 million dollars installed for a total project cost of $875 million. The funding for this project will come from the U.S. Department of Energy’s budget, which is further supported by the 1992 Energy Policy Act.

ARTICLE IV: The study for placement of the wind turbines will take place starting January 15, 2014 with an approximated completion date of March 15, 2014. Designated funding for the project will begin on January 15, 2014 ending on the final completion and placement of the wind turbines. Placement of the wind turbines will begin June 1, 2014 with an approximated completion date of June 1, 2015.

ARTICLE V: All laws in conflict with this legislation are hereby declared null and void.

ARTICLE I: The debt ceiling shall hereby be abolished.
ARTICLE II: The debt ceiling is defined as the total amount of money that the United States government is authorized to borrow to meet its existing legal obligations, including Social Security and Medicare benefits, military salaries, interest on the national debt, tax refunds, and other payments.
ARTICLE III: This shall be overseen by the United States Department of Treasury
ARTICLE IV: This bill shall go into effect within six months of passage.

A RESOLUTION REGARDING OFFSHORE DRILLING IN THE STATE OF VIRGINIA

I. WHEREAS, offshore drilling will hinder US Naval activity; and
II. WHEREAS, offshore drilling has a negative impact on tourism, as well as, the Virginian III. economy; and
IV. WHEREAS, our natural resources should be conserved until it is an immediate necessity;
